港口航道安全管理研究

【摘要】:港口航道是航運(yùn)安全事故多發(fā)地段,尤其是一些國(guó)際性的大港口,港口船舶多,裝卸繁雜,常常導(dǎo)致航道中的事故頻繁發(fā)生。因此,如何規(guī)避航道安全事故,提高港口裝卸效率,是港口當(dāng)局和航運(yùn)業(yè)者共同關(guān)注的問(wèn)題。論文基于上述原因,在分析當(dāng)前港口航道安全存在的普遍問(wèn)題基礎(chǔ)上,引進(jìn)“綜合安全評(píng)估”理論(Formal Safety Assessment,簡(jiǎn)稱FSA)理論,結(jié)合模糊數(shù)學(xué)理論的知識(shí),建立港口航道安全管理評(píng)價(jià)模型。接著論文引進(jìn)廣州港航道數(shù)據(jù),對(duì)廣州港的航道安全性進(jìn)行評(píng)估。隨著廣東經(jīng)濟(jì)的發(fā)展,廣州港口經(jīng)濟(jì)的快速發(fā)展,珠江兩岸碼頭林立,航道中航行的船舶數(shù)量日益增多,船舶類型朝著大型化、現(xiàn)代化、多樣性的方向發(fā)展。航道中的船舶通航密度日益增加,船舶航行風(fēng)險(xiǎn)較高。多年來(lái),廣州港進(jìn)出口航道經(jīng)過(guò)多次有計(jì)劃地疏浚和拓寬,以滿足船舶航行的需要,然而,幾十年來(lái)航道的基本規(guī)劃沒(méi)有改變,部分航段的船舶航行交叉態(tài)勢(shì)密集,航道安全事故發(fā)生的風(fēng)險(xiǎn)較高。論文希望運(yùn)用FSA和模糊數(shù)學(xué)理論建立的模型,找出影響廣州港航道安全的影響因素,在分析問(wèn)題的基礎(chǔ)上,提出對(duì)廣州港航道安全管理方面的具體改進(jìn)措施。
[Abstract]:Port waterway is a place where shipping safety accidents occur frequently, especially some international big ports, which often lead to frequent accidents in the waterway due to the large number of ships and loading and unloading. Therefore, how to avoid waterway safety accidents and improve port handling efficiency is a common concern of port authorities and shipping industry. Based on the above reasons, this paper introduces the theory of "comprehensive safety assessment" (Formal Safety Assessment,) and the knowledge of fuzzy mathematics theory on the basis of analyzing the common problems existing in the safety of port and waterway. The evaluation model of port channel safety management is established. Then the paper introduces the Guangzhou Port waterway data to evaluate the waterway safety of Guangzhou Port. With the development of Guangdong's economy and the rapid development of Guangzhou's port economy, there are lots of docks on both sides of the Pearl River, the number of ships sailing in the channel is increasing day by day, and the types of ships are developing towards the direction of large scale, modernization and diversity. The ship traffic density in the channel is increasing day by day, and the ship navigation risk is higher. Over the years, the import and export channel of Guangzhou Port has been dredged and widened many times in a planned way to meet the needs of ship navigation. However, the basic planning of the waterway has not changed in the past few decades, and the crossing situation of some sections of ships is dense. The risk of waterway safety accidents is high. The paper hopes to find out the influence factors of Guangzhou port channel safety by using the model established by FSA and fuzzy mathematics theory. On the basis of analyzing the problems, the paper puts forward the concrete improvement measures of Guangzhou port channel safety management.
