港口航道安全管理研究
[Abstract]:Port waterway is a place where shipping safety accidents occur frequently, especially some international big ports, which often lead to frequent accidents in the waterway due to the large number of ships and loading and unloading. Therefore, how to avoid waterway safety accidents and improve port handling efficiency is a common concern of port authorities and shipping industry. Based on the above reasons, this paper introduces the theory of "comprehensive safety assessment" (Formal Safety Assessment,) and the knowledge of fuzzy mathematics theory on the basis of analyzing the common problems existing in the safety of port and waterway. The evaluation model of port channel safety management is established. Then the paper introduces the Guangzhou Port waterway data to evaluate the waterway safety of Guangzhou Port. With the development of Guangdong's economy and the rapid development of Guangzhou's port economy, there are lots of docks on both sides of the Pearl River, the number of ships sailing in the channel is increasing day by day, and the types of ships are developing towards the direction of large scale, modernization and diversity. The ship traffic density in the channel is increasing day by day, and the ship navigation risk is higher. Over the years, the import and export channel of Guangzhou Port has been dredged and widened many times in a planned way to meet the needs of ship navigation. However, the basic planning of the waterway has not changed in the past few decades, and the crossing situation of some sections of ships is dense. The risk of waterway safety accidents is high. The paper hopes to find out the influence factors of Guangzhou port channel safety by using the model established by FSA and fuzzy mathematics theory. On the basis of analyzing the problems, the paper puts forward the concrete improvement measures of Guangzhou port channel safety management.
