【摘要】：近年來,日本高度重視北極航道的利用開發(fā)。從安全保障、經(jīng)濟(jì)收益、國(guó)家北極戰(zhàn)略推進(jìn)等因素考量,日本對(duì)北極航道有著深層次的戰(zhàn)略需求。從決策機(jī)制來看,首相官邸已取代各省廳成為決策核心。為了有效推進(jìn)本國(guó)政策,日本首先除了積極融入既有的北極航道相關(guān)法律框架外,也力圖在新的立法進(jìn)程中發(fā)揮影響,為本國(guó)爭(zhēng)取最大利益;其次,日本努力強(qiáng)化與北極國(guó)家合作及參與多邊機(jī)制,彰顯本國(guó)的存在感;再次,日本推進(jìn)北極航道政策具有官民一體化的特征。北極是中日戰(zhàn)略沖突較少的區(qū)域,且彼此都有類似的利益訴求。圍繞北極航道的利用,我國(guó)應(yīng)與日本在可能范圍內(nèi)加強(qiáng)合作,并借鑒對(duì)方的有益經(jīng)驗(yàn)。
[Abstract]:In recent years, Japan attaches great importance to the utilization and development of Arctic waterway. Considering the factors such as security, economic benefits and national Arctic strategic advancement, Japan has a deep strategic demand for the Arctic waterway. From the decision-making mechanism, the Prime Minister's residence has replaced the provincial departments as the core of decision-making. In order to promote its policies effectively, Japan, in addition to actively integrating into the existing legal framework relating to the Arctic waterway, is also trying to exert its influence in the new legislative process in order to strive for the best interests of the country; secondly, Japan makes great efforts to strengthen its cooperation with Arctic countries and participate in multilateral mechanisms, showing its sense of existence. Thirdly, Japan's policy to promote Arctic waterway is characterized by integration of officials and citizens. The Arctic is a region with fewer strategic conflicts between China and Japan, and each has similar interests. Around the utilization of Arctic channel, China and Japan should strengthen cooperation to the extent possible, and learn from each other's beneficial experience.
