【摘要】：在我國城市化快速推進(jìn)的過程中,機(jī)動(dòng)車普及程度也不斷增加,城市面臨著各種擁堵和污染問題,而發(fā)展城市公共交通對(duì)于解決相關(guān)問題具有十分重要的作用。城市公共交通是城市重要的基礎(chǔ)設(shè)施之一,是城市經(jīng)濟(jì)發(fā)展和人民生活必需的社會(huì)公益性事業(yè),對(duì)城市功能的正常發(fā)揮起到重要的組織作用,是提升城市綜合競(jìng)爭(zhēng)力的關(guān)鍵,得到世界各國的一致重視。當(dāng)前,我國因?yàn)楣唤ㄔO(shè)起步較晚,在公交規(guī)劃和基礎(chǔ)設(shè)施建設(shè)方面存在著不足,公共交通的管理能力以及服務(wù)水平還需要進(jìn)一步提升。而在重慶市,公交運(yùn)營(yíng)從原本的7家公司分開經(jīng)營(yíng)轉(zhuǎn)變?yōu)楣粎^(qū)域化經(jīng)營(yíng),合理分配和設(shè)置公交公司的運(yùn)營(yíng)區(qū)域以及運(yùn)營(yíng)線路,從而解決過度競(jìng)爭(zhēng)和資源低效運(yùn)用等問題。但是這又存在著經(jīng)營(yíng)效率低下、服務(wù)水平下降以及服務(wù)斷檔等缺陷,如何對(duì)重慶都市功能區(qū)公共交通系統(tǒng)進(jìn)行評(píng)價(jià),以此作為指導(dǎo)公共交通良性發(fā)展的依據(jù)顯得非常重要。本文在分析重慶都市功能區(qū)公共交通運(yùn)營(yíng)及行業(yè)管理現(xiàn)狀的基礎(chǔ)上,吸收借鑒國內(nèi)外公共交通管理考核評(píng)估的成熟經(jīng)驗(yàn)和應(yīng)用性研究,從運(yùn)營(yíng)水平、管理水平、經(jīng)濟(jì)效益和服務(wù)水平等方面有針對(duì)性的選取了80個(gè)指標(biāo),并從都市區(qū)功能、公交、軌道三個(gè)層面篩選整理出12項(xiàng)一級(jí)指標(biāo)、29項(xiàng)二級(jí)指標(biāo)、37項(xiàng)三級(jí)指標(biāo),用模糊層次分析法對(duì)公共交通運(yùn)營(yíng)考核指標(biāo)賦權(quán),并對(duì)賦權(quán)指標(biāo)進(jìn)行無量綱化處理,研究提出有針對(duì)性的地方公共交通評(píng)估體系,并試圖建立政府財(cái)政公共交通公益補(bǔ)貼與該評(píng)估體系掛鉤的適用性對(duì)策。同時(shí),本文根據(jù)對(duì)重慶市現(xiàn)有功能區(qū)公共交通補(bǔ)貼的現(xiàn)狀以及存在的問題,提出下面這兩種解決方案:一是用現(xiàn)有的指標(biāo)體系作為基礎(chǔ),然后在其中引入激勵(lì)機(jī)制,從而鼓勵(lì)公交企業(yè)提高服務(wù)質(zhì)量;二是定期核算公交企業(yè)的經(jīng)營(yíng)狀況以及收入成本,逐步建立成本規(guī)制,為政府進(jìn)行財(cái)政補(bǔ)貼提供科學(xué)依舊。通過這兩種措施,有利于減輕政府的財(cái)政壓力以及實(shí)現(xiàn)公共交通的可持續(xù)發(fā)展。
[Abstract]:With the rapid development of urbanization in China, the popularity of motor vehicles is increasing, and cities are facing various problems of congestion and pollution, and the development of urban public transport plays a very important role in solving the related problems. Urban public transport is one of the most important infrastructure in the city, it is the social public welfare undertaking which is necessary for the development of urban economy and the people's daily life. It plays an important role in organizing the function of the city and is the key to enhance the comprehensive competitiveness of the city. It has received the unanimous attention of all countries in the world. At present, due to the late start of public transport construction in China, there are some deficiencies in public transport planning and infrastructure construction, and the management ability and service level of public transport still need to be further improved. In Chongqing, the bus operation has changed from the original seven companies to the regional operation of public transport, and reasonably allocated and set up the operation area and operation line of the public transport company, so as to solve the problems of excessive competition and inefficient use of resources and so on. However, there are some defects such as low operating efficiency, declining service level and service failure. It is very important to evaluate the public transport system in Chongqing urban function area as the basis for guiding the benign development of public transport. On the basis of analyzing the present situation of public transportation operation and industry management in Chongqing Metropolitan functional area, this paper absorbs the mature experience and applied research of public transport management assessment and evaluation at home and abroad, and from the operation level, management level, In the aspects of economic benefit and service level, 80 indexes are selected, and the 12 first class indexes, 29 second class indexes and 37 third grade indexes are sorted out from the three levels of metropolitan function, public transport and track. The fuzzy analytic hierarchy process (FAHP) is used to give weight to the assessment index of public transportation operation, and to deal with the weighting index in a dimensionless way, and a targeted evaluation system of local public transportation is put forward. And try to establish the government public transport subsidy and the evaluation system linked to the applicability of countermeasures. At the same time, according to the current situation and existing problems of the public transport subsidy in the existing functional areas of Chongqing, this paper puts forward the following two solutions: one is based on the existing index system, and then the incentive mechanism is introduced into it. In order to encourage public transport enterprises to improve the quality of service, the second is to calculate the operating status and income costs of public transport enterprises on a regular basis, gradually establish cost regulation, and provide a scientific basis for the government to carry out financial subsidies. Through these two measures, the government can reduce the financial pressure and realize the sustainable development of public transport.
