基于地鐵停車換乘的區(qū)域差異性停車收費(fèi)策略

【摘要】:為了鼓勵(lì)公眾盡可能多的采用地鐵及停車換乘(PR)方式出行,從而緩解城市中心區(qū)的交通擁堵,研究區(qū)域差異性停車收費(fèi)策略.針對(duì)大連市西安路商業(yè)中心及外圍區(qū)域主要地鐵站,開展停車來源與停車費(fèi)用調(diào)查、PR意向性調(diào)查及沿線地鐵、公交與小汽車客流調(diào)查.基于隨機(jī)用戶均衡理論,構(gòu)建包含地鐵、公交、小汽車及PR共4個(gè)選擇肢的Logit模型,并利用調(diào)查數(shù)據(jù)進(jìn)行參數(shù)標(biāo)定.通過調(diào)整不同區(qū)域的停車收費(fèi)價(jià)格,得到停車費(fèi)用與PR及全程小汽車出行比例的關(guān)系曲線.通過案例,分析了區(qū)域差異性停車收費(fèi)的效果.研究表明,提高中心區(qū)停車費(fèi)將使全程小汽車出行比例顯著降低;降低外圍區(qū)停車費(fèi)將使PR出行比例有所提高.
[Abstract]:In order to encourage the public to use subway and parking and transfer (PR) as much as possible to ease the traffic congestion in the urban center, the paper studies the strategy of regional differential parking charges. Aiming at the commercial center of Xi'an Road in Dalian and the main subway stations in the surrounding areas, the investigation of parking source and parking expenses is carried out. The investigation of the intention of PR and the passenger flow of subway, public transportation and car along the line are also carried out. Based on the theory of stochastic user equilibrium, a logit model with four selectors, including subway, bus, car and PR, is constructed, and the parameters are calibrated by using the survey data. By adjusting the price of parking charge in different areas, the relationship curve between parking fee and PR and the proportion of the whole car trip is obtained. Through the case, the paper analyzes the effect of regional differential parking fees. The research shows that increasing parking fee in central area will significantly reduce the proportion of car travel in the whole process, while reducing parking fee in peripheral area will increase PR travel ratio.
