【摘要】：收費(fèi)公路是交通基礎(chǔ)設(shè)施領(lǐng)域中投資體量最大的領(lǐng)域,是國家推廣政府和社會(huì)資本合作模式(Public-PrivatePartnership,PPP)應(yīng)用的重要行業(yè)之一。通過應(yīng)用PPP模式,有助于解決收費(fèi)公路發(fā)展的融資問題,盤活存量資產(chǎn),提高項(xiàng)目運(yùn)營效率,為社會(huì)提供更好的公共服務(wù)。本文將從PPP理論分析和國外實(shí)踐經(jīng)驗(yàn)借鑒出發(fā),剖析國家PPP有關(guān)政策文件精神要求,密切結(jié)合收費(fèi)公路行業(yè)特點(diǎn)和發(fā)展實(shí)踐,提出收費(fèi)公路實(shí)施PPP模式的主要程序,給出實(shí)施方案編制、物有所值評(píng)價(jià)和財(cái)政承受能力評(píng)價(jià)等三個(gè)要件的主要內(nèi)容,明確收費(fèi)公路項(xiàng)目運(yùn)用PPP模式涉及的項(xiàng)目運(yùn)作模式、風(fēng)險(xiǎn)識(shí)別與分配、收益分配結(jié)構(gòu)、績效激勵(lì)機(jī)制等核心問題,逐項(xiàng)提出實(shí)施的要點(diǎn)和關(guān)鍵事項(xiàng),為更好運(yùn)用PPP模式提供支持。最后,通過一個(gè)收費(fèi)公路PPP應(yīng)用案例,說明在項(xiàng)目運(yùn)作模式、風(fēng)險(xiǎn)識(shí)別、交易結(jié)構(gòu)等方面的應(yīng)用。本文研究PPP模式在收費(fèi)公路領(lǐng)域的應(yīng)用,有關(guān)政策的系統(tǒng)性分析,有關(guān)實(shí)施要件的編制剖析,既有一定的理論性又有很好的可操作性,對(duì)積極用好國家PPP政策,促進(jìn)收費(fèi)公路建設(shè)和可持續(xù)發(fā)展具有積極的理論價(jià)值與實(shí)踐指導(dǎo)意義。
[Abstract]:Toll road is the largest investment field in the field of transportation infrastructure, and is one of the important industries in which the government and social capital cooperation model (Public-PrivatePartnership PPP) is popularized by the state. The application of PPP model will help to solve the financing problem of toll road development, activate the stock assets, improve the efficiency of project operation, and provide better public service for the society. Based on the theoretical analysis of PPP and the practical experience of foreign countries, this paper will analyze the spirit of the relevant policy documents of national PPP, closely combine the characteristics and development practice of toll road industry, and put forward the main procedure of implementing PPP mode in toll road. This paper gives the main contents of the three elements of the implementation scheme, the evaluation of value for money and the evaluation of financial affordability, and clarifies the project operation mode, risk identification and distribution, income distribution structure involved in the use of PPP model in toll road projects. Performance incentive mechanism and other core issues, one by one put forward the implementation of the key points and key issues, for better use of PPP model to provide support. Finally, the application of PPP in project operation mode, risk identification and transaction structure is illustrated by a toll road PPP application case. This paper studies the application of PPP model in toll road field, the systematic analysis of relevant policies, the compilation and analysis of implementing elements, both theoretical and operational, and makes good use of the national PPP policy. It has positive theoretical value and practical significance to promote the construction and sustainable development of toll roads.
