【摘要】：基于事故致因理論和系統(tǒng)論基本原理,指出了安全生產(chǎn)事故的根本原因,分析了公路養(yǎng)護(hù)過(guò)程中的安全影響因素,構(gòu)建了由工作體系、組織體系、監(jiān)管體系、責(zé)任追究體系、應(yīng)急救援體系等5部分組成的公路養(yǎng)護(hù)與運(yùn)行安全管理責(zé)任體系,形成了閉合的安全責(zé)任鏈條,建立了安全生產(chǎn)長(zhǎng)效機(jī)制。
[Abstract]:Based on the theory of accident cause and the basic principle of system theory, this paper points out the fundamental causes of accidents in production safety, analyzes the factors affecting safety in the course of highway maintenance, and constructs a system of work, organization, supervision and accountability. The responsibility system of highway maintenance and operation safety management composed of emergency rescue system and other five parts forms a closed chain of safety responsibility and establishes a long-term mechanism of safety production.
