【摘要】:HSE是健康(Health)、安全(Safety)和環(huán)境(Environment)三位一體的動(dòng)態(tài)管理體系。隨著科學(xué)技術(shù)的發(fā)展,HSE管理模式受到越來(lái)越多的重視。高鐵橋梁工程設(shè)計(jì)時(shí)速高、設(shè)計(jì)荷載大、施工技術(shù)復(fù)雜、施工環(huán)境惡劣、施工現(xiàn)場(chǎng)勞動(dòng)力密集,施工作業(yè)過(guò)程蘊(yùn)藏著多種不安全因素,存在對(duì)人員身心健康、人員與機(jī)具設(shè)備安全和生態(tài)環(huán)境等不同程度和不同形式的影響和危害,即存在不同程度、形式各異的HSE風(fēng)險(xiǎn)。因此,從事故本源對(duì)高鐵橋梁施工過(guò)程HSE實(shí)施情況進(jìn)行系統(tǒng)分析評(píng)價(jià),采取控制措施,以降低工程事故發(fā)生率,進(jìn)而保障人員安全、健康,保護(hù)沿線(xiàn)生態(tài)環(huán)境。論文對(duì)近幾年發(fā)生的橋梁安全事故分布狀況及其特點(diǎn)進(jìn)行統(tǒng)計(jì)分析,尋找橋梁施工作業(yè)HSE風(fēng)險(xiǎn)來(lái)源,在此基礎(chǔ)上,結(jié)合危險(xiǎn)源研究理論、本質(zhì)安全系統(tǒng)理論、事故致因理論等,從事故源頭剖析了高鐵橋梁施工領(lǐng)域危險(xiǎn)源的引發(fā)機(jī)理,建立了基于健康、安全、環(huán)境的橋梁施工風(fēng)險(xiǎn)指標(biāo);論文采用BP神經(jīng)網(wǎng)絡(luò)方法構(gòu)建一種科學(xué)實(shí)用的高鐵橋梁施工HSE評(píng)價(jià)模型,并用MATLAB軟件實(shí)現(xiàn)評(píng)價(jià)過(guò)程,以XX橋梁施工過(guò)程HSE實(shí)施情況為研究對(duì)象進(jìn)行實(shí)例驗(yàn)證,測(cè)試結(jié)果表明本文所構(gòu)建HSE評(píng)價(jià)模型的預(yù)測(cè)精度較高,具有良好的泛化能力,可用于實(shí)際工程應(yīng)用效果分析。論文通過(guò)對(duì)高鐵橋梁施工HSE風(fēng)險(xiǎn)管理研究,表明將HSE管理體系運(yùn)用于高鐵橋梁施工過(guò)程管理具有指導(dǎo)意義,提升高鐵橋梁施工HSE管理水平,保護(hù)施工作業(yè)人員生命和財(cái)產(chǎn)安全。
[Abstract]:HSE is a three-in-one dynamic management system for health, safety and environment. With the development of science and technology, more and more attention has been paid to HSE management model. High-speed high-speed railway bridge engineering design speed, design load, complex construction technology, construction environment, construction site labor density, construction process contains a variety of unsafe factors, the existence of physical and mental health of personnel, There are different degrees and forms of HSE risks in different degrees and forms of influence and harm on personnel and equipment safety and ecological environment. Therefore, the implementation of HSE in the construction process of high-speed railway bridge is systematically analyzed and evaluated from the source of the accident, and the control measures are taken to reduce the accident rate, and then to ensure the safety and health of the personnel and to protect the ecological environment along the line. This paper makes a statistical analysis on the distribution and characteristics of bridge safety accidents in recent years, and finds out the source of HSE risk in bridge construction. On this basis, combining with the theory of risk source, the theory of essential safety system, the theory of accident cause, etc. From the source of the accident, this paper analyzes the cause mechanism of the hazard source in the field of high-speed railway bridge construction, and establishes the risk index of the bridge construction based on health, safety and environment. The paper uses BP neural network method to construct a scientific and practical HSE evaluation model of high-speed railway bridge construction, and realizes the evaluation process with MATLAB software, and takes the HSE implementation of XX bridge construction process as an example to verify. The test results show that the HSE evaluation model constructed in this paper has high prediction accuracy and good generalization ability. It can be used to analyze the effect of practical engineering application. Through the research on HSE risk management of high-speed railway bridge construction, the paper shows that it is of guiding significance to apply HSE management system to the construction process management of high-speed railway bridge construction, to improve the HSE management level of high-speed railway bridge construction, and to protect the life and property safety of construction workers.
