【摘要】：在全球能源危機和環(huán)境污染日益嚴重的背景下,各行各業(yè)面臨節(jié)能減排的重要關(guān)卡。隨著我國經(jīng)濟的發(fā)展,居民生活水平不斷提高,城市小汽車保有量激增,城市交通發(fā)展遇到了瓶頸。城市規(guī)模的不斷擴大增加了交通問題的解決難度,實踐證明,城市交通必須進行系統(tǒng)的規(guī)劃和有效的管理才能走出城市道路建設(shè)和交通需求水漲船高的怪圈。從發(fā)達城市發(fā)展得到的經(jīng)驗,公共交通發(fā)展在解決環(huán)境污染、城市擁堵等問題時尤為有效,公共交通對推進交通行業(yè)節(jié)能減排具有重要意義。長春市城市公共交通管理薄弱,探究其城市公共交通管理問題刻不容緩。城市客運公共交通在城市交通系統(tǒng)中占據(jù)著重要地位,本文通過梳理公共交通的行業(yè)性質(zhì)、功能定位以及公共交通管理和可持續(xù)發(fā)展的內(nèi)涵,揭示優(yōu)化公共交通管理的必要性。從基礎(chǔ)設(shè)施建設(shè)、信息系統(tǒng)建設(shè)管理、公共交通法制建設(shè)和出租車行業(yè)管理幾個方面分析了長春市公共汽電車、軌道交通和出租車公共交通的現(xiàn)狀,探究了公共交通現(xiàn)存的問題,理清了長春市公共交通改進的重點。長春市的公共交通管理的問題主要有以下幾點:第一,公共交通規(guī)劃和系統(tǒng)性不足;第二,公共交通管理職權(quán)分工不明確;第三,相關(guān)法律法規(guī)需要完善;第四,公共交通吸引力不足;第五,出租車科學性管理力度不夠;第六,公共交通信息化終端缺乏。通過對國內(nèi)外發(fā)達城市公共交通發(fā)展和管理情況的分析,總結(jié)出長春市可借鑒的成功經(jīng)驗�？紤]到長春市是全國“公交都市”建設(shè)城市,本文將長春市的公共交通建設(shè)與節(jié)能減排相結(jié)合,同時緊跟互聯(lián)網(wǎng)發(fā)展,提出加大資金投入、完善管理體制、加快基礎(chǔ)設(shè)施建設(shè)管理、加快信息化及聯(lián)網(wǎng)建設(shè)、增強公交出行吸引力、加強出租車管理等對策,通過明確這些管理重點,促進長春市公共交通在政府引導下優(yōu)先發(fā)展。長春市可以通過加強公共交通管理,建立起立體化交通格局,以價格調(diào)整、限制政策、資金補貼、嚴格監(jiān)管公交專用道等方式協(xié)調(diào)統(tǒng)一公共交通各種出行模式,同時應(yīng)該注重城市公共交通科技化、節(jié)能化發(fā)展,構(gòu)建集便利性和可持續(xù)發(fā)展于一體的現(xiàn)代化低碳公交都市新形態(tài)。
[Abstract]:Under the background of the global energy crisis and the increasingly serious environmental pollution, various industries are facing the important barriers of energy saving and emission reduction. With the economic development of our country, the living standard of the residents has been improved constantly, the number of urban cars has increased sharply, and the development of urban transportation has met with the bottleneck. The continuous expansion of urban scale has increased the difficulty of solving traffic problems. Practice has proved that urban traffic must carry out systematic planning and effective management in order to get out of the strange circle of urban road construction and traffic demand. From the experience gained from the development of developed cities, the development of public transport is especially effective in solving the problems of environmental pollution and urban congestion, and it is of great significance to promote energy saving and emission reduction in the transportation industry. Changchun city public transport management is weak, it is urgent to explore its urban public transport management. Public transport of urban passenger transport plays an important role in the urban transportation system. This paper reveals the necessity of optimizing the management of public transport by combing the industry nature, function orientation and the connotation of public traffic management and sustainable development of public transport. From the aspects of infrastructure construction, information system construction management, public transportation legal system construction and taxi industry management, this paper analyzes the current situation of Changchun public steam electric vehicle, rail transit and taxi public transportation. This paper probes into the existing problems of public transportation and clarifies the key points of public transportation improvement in Changchun. The problems of Changchun's public transport management are mainly as follows: first, lack of public transport planning and systematization; second, unclear division of responsibilities in public transport management; third, relevant laws and regulations need to be improved; fourth, The attraction of public transportation is not enough; fifth, the scientific management of taxi is not enough; sixth, the information terminal of public transportation is lacking. Based on the analysis of the development and management of public transportation in developed cities at home and abroad, the successful experiences of Changchun are summarized. Considering that Changchun is a national "public transportation city", this paper combines the construction of public transport in Changchun with energy conservation and emission reduction, and at the same time, following the development of the Internet, it proposes to increase capital investment and improve the management system. In order to accelerate the development of Changchun public transportation under the guidance of the government, we should speed up the management of infrastructure construction, speed up the construction of information and network, enhance the attraction of public transportation, strengthen the management of taxis and so on. Changchun can coordinate and unify public transport modes by strengthening public transport management, establishing three-dimensional traffic patterns, adjusting prices, restricting policies, subsidizing funds, strictly supervising public transport lanes, and so on. At the same time, we should pay attention to the scientific and technological development of urban public transportation and the development of energy conservation, and construct a new form of modern low-carbon public transport city which integrates convenience and sustainable development.
