【摘要】：隨著我國城市化的快速發(fā)展,城市交通在經(jīng)濟(jì)社會(huì)生活中的重要性越來越凸顯。為保障城市各項(xiàng)功能正常運(yùn)轉(zhuǎn)和經(jīng)濟(jì)社會(huì)健康發(fā)展,合理的城市規(guī)劃及交通規(guī)劃顯得尤為重要。本論文根據(jù)當(dāng)前城市法定詳細(xì)規(guī)劃中交通規(guī)劃面臨的問題與挑戰(zhàn),研究并初步制定了適合當(dāng)前發(fā)展需求的基于法定詳細(xì)規(guī)劃的交通規(guī)劃技術(shù)標(biāo)準(zhǔn)(指引),并嘗試將低碳生態(tài)交通理念作為控制和約束性指標(biāo)落實(shí)到法定詳細(xì)規(guī)劃中,以提高法定詳細(xì)規(guī)劃的編制水平及保障編制成果質(zhì)量,滿足當(dāng)前城市規(guī)劃編制和規(guī)劃控制管理的需要。第一,本文首先對國內(nèi)外城市在法定詳細(xì)規(guī)劃編制中交通規(guī)劃技術(shù)標(biāo)準(zhǔn)應(yīng)用及研究現(xiàn)狀進(jìn)行了分析;并重點(diǎn)以廣州市為例,對法定詳細(xì)規(guī)劃編制相關(guān)的交通規(guī)劃技術(shù)標(biāo)準(zhǔn)存在的問題進(jìn)行了初步剖析。第二,技術(shù)指引應(yīng)兼顧實(shí)用性和可操作性,因此本文結(jié)合城市規(guī)劃行政主管部門基層工作人員的實(shí)際工作經(jīng)驗(yàn),對法定詳細(xì)規(guī)劃中交通方面內(nèi)容的實(shí)際審批要點(diǎn)進(jìn)行了梳理;并結(jié)合筆者自身工作經(jīng)驗(yàn),對目前法定詳細(xì)規(guī)劃編制過程中存在的常見技術(shù)問題進(jìn)行剖析和總結(jié)。第三,交通規(guī)劃目前已形成一套相對完善的規(guī)劃體系。本論文在對傳統(tǒng)交通規(guī)劃技術(shù)手段進(jìn)一步展開研究基礎(chǔ)上,嘗試融入低碳生態(tài)交通理念,初步制定相關(guān)規(guī)劃技術(shù)指引,切實(shí)將低碳生態(tài)交通理念作為控制和約束性指標(biāo)落實(shí)到法定詳細(xì)規(guī)劃中。最后,以花地生態(tài)城和海珠生態(tài)城等片區(qū)控制性詳細(xì)規(guī)劃為例,對本論文提出的相關(guān)交通規(guī)劃技術(shù)指引進(jìn)行實(shí)例應(yīng)用,獲得較好的應(yīng)用效果。
[Abstract]:With the rapid development of urbanization in China, urban traffic is becoming more and more important in economic and social life. In order to ensure the normal operation of urban functions and the healthy development of economy and society, reasonable urban planning and traffic planning are particularly important. In this paper, according to the problems and challenges of traffic planning in the current urban legal detailed planning, This paper studies and preliminarily formulates the technical standard of traffic planning based on statutory detailed planning, which is suitable for current development needs, and attempts to implement the concept of low-carbon ecological transportation as a controlling and binding indicator in the process of statutory detailed planning. In order to improve the level of statutory detailed planning and ensure the quality of compilation results, to meet the needs of current urban planning and planning control management. Firstly, this paper analyzes the application and research status of traffic planning technical standards in the legal detailed planning of cities at home and abroad, and focuses on Guangzhou as an example. The problems existing in the technical standards of traffic planning related to the formulation of statutory detailed planning are preliminarily analyzed. Second, the technical guidance should take into account the practicability and maneuverability, so this paper combs the actual examination and approval points of the traffic aspects in the legal detailed planning by combining the actual work experience of the grass-roots staff of the urban planning administrative department; Combined with the author's own working experience, this paper analyzes and summarizes the common technical problems existing in the process of legal detailed planning. Third, traffic planning has formed a relatively perfect planning system. On the basis of further research on the traditional transportation planning technology, this paper tries to integrate the low-carbon ecological transportation concept and draw up the related planning technical guidance. The concept of low-carbon ecological transportation is effectively implemented as a control and binding index in the detailed legal planning. Finally, taking Huadi Ecological City and Haizhu Ecological City as examples, the paper applies the relevant traffic planning technical guidance to practical application, and obtains better application results.
