【摘要】：本論文在廣泛閱讀國(guó)內(nèi)外文獻(xiàn)的基礎(chǔ)上對(duì)公路建設(shè)項(xiàng)目社會(huì)效益評(píng)價(jià)的研究進(jìn)行了梳理。然后對(duì)定性和定量的評(píng)價(jià)方法進(jìn)行了分析,總結(jié)出社會(huì)效益評(píng)價(jià)方法選擇的原則,并根據(jù)該原則和研究對(duì)象的特點(diǎn)以及數(shù)據(jù)的情況選擇了模糊層次分析法,作為本研究的理論方法。為了更好地研究公路建設(shè)項(xiàng)目特別是西北地區(qū)的公路建設(shè)項(xiàng)目的社會(huì)效益評(píng)價(jià)問(wèn)題,本文分別總結(jié)了西部公路項(xiàng)目的特點(diǎn),地處西北腹地的甘肅省公路網(wǎng)的現(xiàn)狀,甘肅省農(nóng)村公路存在問(wèn)題。并就此概括出了西北地區(qū)社會(huì)效益評(píng)價(jià)指標(biāo)體系建立的原則,并據(jù)此建立了層次結(jié)構(gòu)評(píng)價(jià)指標(biāo)體系,包括4個(gè)準(zhǔn)則層指標(biāo)和23個(gè)評(píng)價(jià)層指標(biāo)。本文以天隴公路(隴西段)建設(shè)項(xiàng)目為背景做了模糊層次分析實(shí)證研究,由于區(qū)域經(jīng)濟(jì)欠發(fā)達(dá),數(shù)據(jù)采集較難。故本文采取以專(zhuān)家調(diào)查問(wèn)卷的方法為主,數(shù)據(jù)資料為輔,邀請(qǐng)10位了解公路建設(shè)項(xiàng)目及所在區(qū)域情況的專(zhuān)家,對(duì)該公路的社會(huì)效益進(jìn)行評(píng)價(jià)。通過(guò)對(duì)調(diào)查問(wèn)卷數(shù)據(jù)的匯總得到模糊一致性判斷矩陣級(jí)權(quán)重向量,然后通過(guò)最大隸屬度原則得出了判斷結(jié)果,經(jīng)分析,該評(píng)價(jià)判斷結(jié)果符合天隴公路建設(shè)項(xiàng)目的實(shí)際情況。通過(guò)本研究可以得出結(jié)論,社會(huì)效益評(píng)價(jià)是公路建設(shè)項(xiàng)目后評(píng)價(jià)的重要內(nèi)容,其必要性越來(lái)越凸顯。我國(guó)歷來(lái)重視經(jīng)濟(jì)評(píng)價(jià),應(yīng)該在今后的公路建設(shè)工程項(xiàng)目中,推行社會(huì)效益評(píng)價(jià),從全社會(huì)整體利益出發(fā)、從全壽命周期角度考慮來(lái)綜合評(píng)價(jià)公路建設(shè)項(xiàng)目的社會(huì)效益,力求放大公路建設(shè)項(xiàng)目社會(huì)效益,促進(jìn)基礎(chǔ)設(shè)施建設(shè)項(xiàng)目的效益的最大化。
[Abstract]:On the basis of extensive reading of domestic and foreign literature, this paper combs the research on social benefit evaluation of highway construction project. Then the qualitative and quantitative evaluation methods are analyzed, and the principles of social evaluation method selection are summarized, and the fuzzy analytic hierarchy process is selected according to the characteristics of the principle, the research object and the data. As the theoretical method of this study. In order to better study the social benefit evaluation of highway construction projects, especially in the northwest region, this paper summarizes the characteristics of the highway projects in the west and the present situation of the highway network in Gansu Province, which is located in the hinterland of the northwest. There are problems with rural roads in Gansu Province. In this paper, the principles of the establishment of social benefit evaluation index system in Northwest China are summarized, and the evaluation index system of hierarchical structure is established, which includes 4 criteria and 23 evaluation indexes. Based on the construction project of Tianlong Highway (Longxi Section), this paper makes an empirical study of fuzzy hierarchy process. Because of the undeveloped regional economy, the data collection is difficult. So this paper mainly adopts the method of expert questionnaire, and invites 10 experts who know the project of highway construction and the situation in the region to evaluate the social benefit of the highway. The weight vector of fuzzy consistency judgment matrix is obtained by summarizing the questionnaire data, and then the judgment result is obtained by the principle of maximum membership degree. Through analysis, the evaluation result accords with the actual situation of Tianlong highway construction project. Through this study, we can draw a conclusion that social benefit evaluation is an important content of post-evaluation of highway construction project, and its necessity is becoming more and more prominent. Our country has always attached importance to economic evaluation, we should carry out social benefit evaluation in highway construction projects in the future. We should comprehensively evaluate the social benefits of highway construction projects from the overall interests of the whole society and from the perspective of the whole life cycle. Make every effort to enlarge the social benefit of highway construction project and promote the maximization of the benefit of infrastructure construction project.
