【摘要】：因政府公共部門在城市發(fā)展的長期過程中對停車設(shè)施管理缺乏足夠重視,設(shè)施數(shù)量不足、管理手段落后、布局不合理,導(dǎo)致靜態(tài)交通的“停車難”問題成為影響城市發(fā)展的棘手問題,尤其在一些經(jīng)濟較發(fā)達(dá)的大、中城市和城市的中心市區(qū)表現(xiàn)得尤為突出。本文通過公共產(chǎn)品理論對晉江中心市區(qū)公共停車設(shè)施管理進(jìn)行研究,首先從晉江中心市區(qū)停車設(shè)施的供給與需求進(jìn)行對比分析,說明停車設(shè)施供需矛盾,并預(yù)測停車設(shè)施需求量,為停車場建設(shè)提供參考;其次,通過對停車設(shè)施管理要素的現(xiàn)狀和存在問題進(jìn)行分析,摸清晉江中心市區(qū)停車難問題的癥結(jié)所在;然后,結(jié)合國內(nèi)外先進(jìn)理念和成功經(jīng)驗,對停車設(shè)施投融資模式、停車收費機制、停車誘導(dǎo)系統(tǒng)應(yīng)用、配建停車泊位管理進(jìn)行深入研究;最后,在前文調(diào)查分析的基礎(chǔ)上,針對性地從六個方面提出解決晉江中心市區(qū)停車問題的對策,包括多渠道增加停車泊位供應(yīng)、探尋市場化融資管理模式、建立高效有序的管理機構(gòu)、實施策略性停車收費管理、構(gòu)建區(qū)域性停車誘導(dǎo)系統(tǒng)、加強建筑物配建泊位管理。雖然本文只是立足于解決晉江區(qū)域范圍內(nèi)的問題,但對于大多數(shù)城市而言,停車設(shè)施管理問題存在較多共性,因此希望通過對區(qū)域公共停車設(shè)施問題的研究,以小見大,為其他城市解決停車難問題提供借鑒和參考。
[Abstract]:Because the government public sector has not paid enough attention to the management of parking facilities in the long-term process of urban development, the number of facilities is insufficient, the management means are backward, and the layout is unreasonable. The problem of "parking difficulty" in static traffic has become a difficult problem to affect the development of the City, especially in the large, central cities and cities of some more developed countries. The area of Jinjiang central urban public parking facilities management is studied through the public product theory. First, the supply and demand of parking facilities in the central city of Jinjiang are compared and analyzed, and the contradiction between the supply and demand of parking facilities is illustrated, and the demand for parking facilities is predicted to provide reference for parking construction; secondly, through the The status and existing problems of the parking facilities management are analyzed, and the crux of the parking problem in Jinjiang central city is found out. Then, combined with the advanced concept and successful experience at home and abroad, the investment and financing mode of parking facilities, the parking fee mechanism, the application of parking guidance system, and the construction of parking parking management are deeply studied. Finally, in the front of the parking facilities, the parking facilities are studied. On the basis of the investigation and analysis, this paper puts forward the countermeasures to solve the parking problem in Jinjiang central city from six aspects, including the increase of parking space supply in multi channels, the exploration of the market-oriented financing management model, the establishment of efficient and orderly management institutions, the implementation of strategic parking fee management, the construction of regional parking guidance system, and the strengthening of buildings. Although this paper is only based on solving the problems in the area of Jinjiang, there are many similarities in parking facilities management in most cities, so we hope to provide reference and reference for other cities to solve the problem of parking problems through the study of the problem of regional public parking facilities.
