中韓客箱班輪安全監(jiān)管長效機制研究

【摘要】:隨著中韓經濟的發(fā)展,中韓客滾班輪在國內先后開辟了威海、青島、煙臺、大連等港口和韓國仁川、釜山、平澤等港口的17條客滾班輪航線,為方便兩國人員往來及促進雙方經濟發(fā)展做出了卓越貢獻。但由于多方面原因存在氣象海況惡劣,通航環(huán)境復雜;在線船舶的船齡偏大,船員素質不高;船舶公司安全管理機制不暢;中韓主管機關管理標準不統(tǒng)一;海事監(jiān)管手段單一等諸多問題,針對這些問題,有必要對中韓客箱班輪安全監(jiān)管進行研究分析并提出合理化建議。本文采取了實證分析與例證研究結合、定性分析與定量分析并重的研究方法,力求做到國內與國外結合,系統(tǒng)與局部結合,理論與實踐結合,經驗歸納與理論分析結合,對中韓客箱班輪安全監(jiān)管中的存在的問題與不足進行全面分析,對中韓兩國對中韓客箱班輪監(jiān)管現(xiàn)狀進行簡要描述,并力求尋找中韓客箱班輪監(jiān)管工作的內在規(guī)律和發(fā)展要求,從而探索建立針對性的安全監(jiān)管長效機制。在對中韓客箱班輪采取事故樹進行風險分析的基礎上,本文從船員管理、船舶管理、公司管理及聯(lián)合監(jiān)管四個方面提出了建立中韓客箱班輪安全監(jiān)管長效機制的對策,并有針對性的提出了建立安全監(jiān)管長效機制的合理化舉措。論文的研究成果將提升中韓客箱班輪的管理效能,為海事部門科學監(jiān)管提供參考,保障中韓客箱班輪更加安全、暢通、高效航行。
[Abstract]:With the economic development of China and South Korea, the passenger roll liner between China and South Korea has successively opened 17 passenger roll liner routes in Weihai, Qingdao, Yantai, Dalian, and South Korea's Incheon, Busan, Pingze, etc. In order to facilitate the exchange of personnel between the two countries and promote the economic development of both sides made outstanding contributions. However, due to various reasons, the weather and sea conditions are bad, the navigation environment is complex, the ship age is large, the crew quality is not high, the safety management mechanism of the shipping company is not smooth, the management standard of the Chinese and Korean competent authorities is not unified; In view of these problems, it is necessary to study and analyze the safety supervision of passenger liner in China and Korea and put forward some reasonable suggestions. This paper adopts the research method of combining empirical analysis with illustrative research, qualitative analysis and quantitative analysis, and tries to combine domestic and foreign, systematic and local, theory and practice, experience induction and theoretical analysis. This paper makes a comprehensive analysis of the existing problems and deficiencies in the safety supervision of passenger liner in China and Korea, briefly describes the present situation of supervision in China and Korea, and tries to find out the internal rules and development requirements of the supervision of passenger liner in China and Korea. In order to explore the establishment of a targeted long-term mechanism of safety supervision. On the basis of the risk analysis of the accident tree adopted by Chinese and Korean passenger liner lines, this paper puts forward the countermeasures to establish a long-term mechanism for the safety supervision of passenger container liner in China and Korea from four aspects: crew management, ship management, company management and joint supervision. And has proposed the rationalization measure which establishes the safety supervision long-term effect mechanism pertinently. The research results of this paper will enhance the management efficiency of the passenger liner in China and Korea, provide the reference for the scientific supervision of maritime department, and ensure the safe, smooth and efficient navigation of the passenger liner in China and Korea.
