交通需求管理政策與快速公交對(duì)居民出行行為影響研究

【摘要】:首先介紹了出行行為(RP)與出行意向(SP)兩種居民出行行為調(diào)查方法,對(duì)比了各自的優(yōu)缺點(diǎn)以及經(jīng)常使用的調(diào)查措施。為考察老撾交通狀況變化的未來(lái)趨勢(shì),分析了引入快速公交(BRT)和交通需求管理(TDM)政策后居民出行模式選擇和出發(fā)時(shí)間選擇行為特征。以萬(wàn)象CBD區(qū)域?yàn)槔?設(shè)計(jì)了居民出行行為調(diào)查方案。調(diào)查的內(nèi)容主要包括三個(gè)部分:第一部分是收集社會(huì)人口統(tǒng)計(jì)特征(RP),第二部分詢(xún)問(wèn)當(dāng)前每日出行行為和對(duì)城市交通政策(RP)的態(tài)度,第三部分包含關(guān)于不同交通政策(SP)下未來(lái)出行行為的問(wèn)題。為了改進(jìn)城市交通政策,理解不同假設(shè)下的出行行為,如在萬(wàn)象引入硬性和軟性政策,以及確定影響這種行為的關(guān)鍵因素,本文考察了交錯(cuò)工作時(shí)間的可能影響,通過(guò)調(diào)整乘客離開(kāi)家的出發(fā)時(shí)間,并鼓勵(lì)汽車(chē)用戶(hù)轉(zhuǎn)向新的公共交通服務(wù)---BRT。在萬(wàn)象CBD區(qū)域,通過(guò)隨機(jī)采集調(diào)查數(shù)據(jù)進(jìn)行模型評(píng)估?紤]到社會(huì)經(jīng)濟(jì)狀況的未來(lái)變化趨勢(shì)(例如,收入增長(zhǎng)等因素),用出行意向(SP)的方法分析了居民出行方式選擇和出發(fā)時(shí)間選擇行為,最后基于嵌套Logit模型(NL)進(jìn)行了估計(jì)。通過(guò)硬聯(lián)合政策(BRT)和軟錯(cuò)開(kāi)工作時(shí)間(SWH),結(jié)合社會(huì)經(jīng)濟(jì)變化下減少道路擁堵的措施表明:如果收入水平保持不變,約50%的人會(huì)選擇BRT。但是,如果收入翻倍(這可能在不遠(yuǎn)的將來(lái)發(fā)生),很多人不會(huì)選擇BRT而是選擇汽車(chē)。此外,對(duì)于BRT的服務(wù)水平,如出行時(shí)間和服務(wù)水平等是促進(jìn)BRT在萬(wàn)象范圍內(nèi)使用(硬指標(biāo))的關(guān)鍵。此外,工作時(shí)間的變化將顯著改變?nèi)藗兊某霭l(fā)時(shí)間。因此,BRT和SWH的聯(lián)合政策將有效減少汽車(chē)和摩托車(chē)的比例。
[Abstract]:This paper first introduces two kinds of resident travel behavior survey methods: travel behavior (RP) and travel intention (SPV), and compares their advantages and disadvantages as well as the frequently used survey measures. In order to investigate the future trend of the change of traffic situation in Laos, the behavior characteristics of residents' travel mode selection and departure time selection after the introduction of BRT (bus Rapid Transit) and TDM (Traffic demand Management) policy are analyzed. Taking Vientiane CBD area as an example, the investigation scheme of residents' travel behavior is designed. The content of the survey mainly includes three parts: the first part is to collect the demographic characteristics of the society, the second part asks about the current daily travel behavior and attitude towards the urban transport policy. The third part deals with the future travel behavior under different transport policies. In order to improve urban transport policy, understand travel behavior under different assumptions, such as introducing hard and soft policies in Vientiane, and determine the key factors affecting this behavior, this paper examines the possible effects of staggered working hours. By adjusting departure times and encouraging car users to switch to the new public transport service--BRT. In Vientiane CBD region, the model was evaluated by random data collection. Taking into account the future trends of social and economic conditions (such as income growth and other factors), the behavior of travel mode selection and departure time selection is analyzed by means of travel intention SPL. Finally, the estimation is made based on nested Logit model. Through hard joint policies (BRTs) and soft staggered working hours, measures to reduce road congestion in the face of socio-economic changes show that if income levels remain the same, about 50 percent of people will opt for BRTs. But if incomes double (which could happen in the near future), many people will opt for cars instead of BRT. In addition, the service level of BRT, such as travel time and service level, is the key to promote the use of BRT in Vientiane. In addition, changes in working hours will significantly change people's departure times. Therefore, the joint policy of BRT and SWH will effectively reduce the proportion of cars and motorcycles.
