【摘要】：可行性研究是從系統(tǒng)總體出發(fā),通過詳細(xì)調(diào)查研究,對(duì)擬建項(xiàng)目的必要性、可能性及經(jīng)濟(jì)效益與社會(huì)效益進(jìn)行全面、系統(tǒng)、綜合的分析與論證,以便進(jìn)行正確決策的研究活動(dòng),是一種綜合的經(jīng)濟(jì)分析技術(shù)�？尚行匝芯渴枪こ探ㄔO(shè)前期工作的重要組成部分,是建設(shè)項(xiàng)目立項(xiàng)、決策的主要依據(jù)。為了全面系統(tǒng)地解決可行性研究推廣應(yīng)用問題,本文以溫州港ZYA港區(qū)二期工程為實(shí)踐,分析了項(xiàng)目技術(shù)評(píng)估、項(xiàng)目經(jīng)濟(jì)評(píng)估、項(xiàng)目社會(huì)評(píng)價(jià)及風(fēng)險(xiǎn)分析等,全面而系統(tǒng)論述了該項(xiàng)目建設(shè)可行性。本文通過對(duì)溫州港的現(xiàn)狀、吞吐量、船型及集疏運(yùn)方式的調(diào)查以及項(xiàng)目周邊影響區(qū)的調(diào)查與分析,獲得了大量的數(shù)據(jù)和圖表,作為該項(xiàng)目的實(shí)際依據(jù),對(duì)該建設(shè)項(xiàng)目作出了科學(xué)的預(yù)測(cè),確定建設(shè)該碼頭的必要性。然后從建設(shè)項(xiàng)目的建設(shè)條件、總平面布置、裝卸工藝、水工建筑物、陸域形成及道路、堆場(chǎng)等方面進(jìn)行了技術(shù)分析,同時(shí)又對(duì)該項(xiàng)目進(jìn)行了經(jīng)濟(jì)評(píng)分析、社會(huì)影響及風(fēng)險(xiǎn)分析,最終確定該項(xiàng)目建設(shè)的可行性。
[Abstract]:The feasibility study is a comprehensive, systematic and comprehensive analysis and demonstration of the necessity, possibility, economic and social benefits of the proposed project through detailed investigation and study, in order to carry out the research activities of correct decision-making.Is a comprehensive economic analysis technology.Feasibility study is an important part of the preliminary work of engineering construction, and is the main basis for construction project establishment and decision-making.In order to solve the problem of popularization and application of feasibility study in a comprehensive and systematic way, this paper takes the second phase project of ZYA Port of Wenzhou Port as practice, and analyzes project technical evaluation, project economic evaluation, project social evaluation and risk analysis, etc.The feasibility of the project is discussed comprehensively and systematically.Through the investigation of the status quo, throughput, ship type and transportation mode of Wenzhou Port, as well as the investigation and analysis of the influence area around the project, a large number of data and charts are obtained as the actual basis of the project.Scientific prediction is made on the construction project and the necessity of building the wharf is determined.Then technical analysis is carried out from the construction conditions, general layout, loading and unloading technology, hydraulic structures, land formation and road, yard, etc. At the same time, the economic evaluation, social impact and risk analysis of the project are also carried out.Finally determine the feasibility of the project construction.
