基于全壽命周期的高速公路交通安全保障體系研究

【摘要】:我國(guó)的高速公路建設(shè)持續(xù)了將近20年的快速發(fā)展,取得了令人矚目的成就,長(zhǎng)期以來(lái),關(guān)于高速公路交通安全的研究主要是被動(dòng)的交通安全改善,在分析交通事故原因時(shí)割裂了工程各個(gè)階段的聯(lián)系,在進(jìn)行安全投入效益分析時(shí)忽略運(yùn)營(yíng)階段的安全資源投入,缺乏全壽命周期的理念。在這樣的背景下,開(kāi)展基于全壽命周期的高速公路交通安全研究,對(duì)于提高高速公路交通安全,實(shí)現(xiàn)安全效益最大化具有十分重要的意義。本文通過(guò)分析目前國(guó)內(nèi)外對(duì)于高速公路交通安全研究的各種不足以及全壽命周期理論在工程項(xiàng)目上的應(yīng)用,提出利用全壽命周期理論來(lái)解決高速公路交通安全問(wèn)題的方法,第一次構(gòu)建了基于全壽命周期的高速公路交通安全保障體系,首先建立了基于全壽命周期的高速公路交通安全保障機(jī)制和體制,包括工程組織的原則和組織責(zé)任體系的構(gòu)建。在此基礎(chǔ)上又提出了基于全壽命周期的高速公路交通安全保障對(duì)策,分別從高速公路項(xiàng)目的規(guī)劃設(shè)計(jì)階段、施工階段和運(yùn)營(yíng)階段來(lái)尋找保障交通安全的對(duì)策,并且從組織、信息、技術(shù)、費(fèi)用和質(zhì)量五個(gè)方面進(jìn)行安全管理。然后在分析了高速公路全壽命周期的安全投入的基礎(chǔ)上,運(yùn)用安全經(jīng)濟(jì)學(xué)原理和全壽命成本分析法相結(jié)合的方法,提出了全壽命周期安全保障方案選擇的方法,為高速公路交通安全保障項(xiàng)目的選擇提供了定量分析的方法。最后,對(duì)寶漢高速公路秦嶺段進(jìn)行了全壽命周期交通安全保障體系建立。
[Abstract]:The expressway construction in our country has been developing rapidly for nearly 20 years, and has made remarkable achievements. For a long time, the research on highway traffic safety is mainly about passive traffic safety improvement. In analyzing the causes of traffic accidents, the relationship between the various stages of the project is severed, and the safety resource input in the operation phase is neglected in the analysis of the safety investment benefit, and the concept of the whole life cycle is lacking. The research on freeway traffic safety based on the whole life cycle is helpful to improve the highway traffic safety. It is of great significance to maximize the safety benefits. This paper analyzes the shortcomings of highway traffic safety research at home and abroad and the application of life-cycle theory in engineering projects. This paper puts forward a method to solve the problem of expressway traffic safety by using the theory of whole life cycle, and for the first time, constructs the expressway traffic safety guarantee system based on the whole life cycle. Firstly, the mechanism and system of freeway traffic safety guarantee based on the whole life cycle are established. Based on the construction of the principles of engineering organization and the system of organizational responsibility, the countermeasures of expressway traffic safety protection based on the whole life cycle are put forward, respectively from the planning and design stage of the expressway project. The construction stage and the operation phase to find the countermeasure to guarantee the traffic safety, and carries on the safety management from the organization, the information, the technology, the expense and the quality. Using the safety economics principle and the whole life cost analysis method, this paper puts forward the method of choosing the whole life cycle safety guarantee scheme, which provides a quantitative analysis method for the choice of the expressway traffic safety guarantee project. The whole life cycle traffic safety system was established for Qinling section of Bao-Han Expressway.
