【摘要】：智能交通(ITS)是解決交通擁堵、交通事故、環(huán)境污染等一系列城市交通問題的科技手段,是城市交通建設(shè),綜合實(shí)力提高的重要舉措。創(chuàng)建智能交通系統(tǒng),對(duì)規(guī)范社會(huì)行為、提升人文品味、美化自然環(huán)境、促進(jìn)經(jīng)濟(jì)和科學(xué)技術(shù)發(fā)展具有深遠(yuǎn)意義。溫州智能交通始建于2011年,目前處于大規(guī)模服務(wù)應(yīng)用時(shí)期。由于國(guó)內(nèi)仍缺乏系統(tǒng)的評(píng)價(jià)方法和理論體系,溫州在實(shí)際運(yùn)用ITS過程中不斷摸索,實(shí)驗(yàn)試行,始終缺乏有效的評(píng)價(jià)環(huán)節(jié)。提高ITS系統(tǒng)科技發(fā)展水平,發(fā)揮ITS的交通助力作用,實(shí)現(xiàn)ITS智能化管理長(zhǎng)效機(jī)制,建立科學(xué)、完整、高效的ITS系統(tǒng)評(píng)價(jià)體系亟待解決。論文深究了國(guó)內(nèi)外ITS建設(shè)發(fā)展的現(xiàn)狀,深入探索ITS系統(tǒng)項(xiàng)目的效益的分類以及評(píng)價(jià)方法,將效益評(píng)價(jià)區(qū)分為經(jīng)濟(jì)評(píng)價(jià)和社會(huì)環(huán)境評(píng)價(jià),提出ITS系統(tǒng)效益評(píng)價(jià)模型。論文依據(jù)該評(píng)價(jià)模型,結(jié)合溫州ITS建設(shè)發(fā)展現(xiàn)狀,對(duì)溫州ITS系統(tǒng)建設(shè)運(yùn)行情況進(jìn)行綜合評(píng)價(jià),其中經(jīng)濟(jì)評(píng)價(jià)采用“費(fèi)用效益分析”,運(yùn)用“前后比較法”對(duì)ITS項(xiàng)目實(shí)施前、后的相關(guān)數(shù)據(jù)進(jìn)行對(duì)比分析；社會(huì)和環(huán)境評(píng)價(jià)采用“模糊層次綜合分析”的評(píng)價(jià)方法,并通過專家打分法、問卷調(diào)查法對(duì)溫州市ITS系統(tǒng)社會(huì)和環(huán)境效益予以綜合評(píng)分。研究顯示,缺乏系統(tǒng)的評(píng)價(jià)模型不利于溫州智能交通系統(tǒng)的發(fā)展�？紤]到智能交通系統(tǒng)的社會(huì)性和經(jīng)濟(jì)性,評(píng)價(jià)模型需要包含經(jīng)濟(jì)評(píng)價(jià)和社會(huì)環(huán)境評(píng)價(jià)。應(yīng)用論文構(gòu)建的評(píng)價(jià)模型,得出在經(jīng)濟(jì)評(píng)價(jià)中,溫州智能交通系統(tǒng)的項(xiàng)目是可行的,它可以通過節(jié)約出行時(shí)間、減少事故損失等來提升經(jīng)濟(jì)效益；在社會(huì)環(huán)境評(píng)價(jià)中,溫州的智能交通系統(tǒng)可以比較好地提高社會(huì)、經(jīng)濟(jì)和環(huán)境效益,但從提高路網(wǎng)通行率、滿足出行需求、調(diào)整城市結(jié)構(gòu)和降低尾氣排放等單項(xiàng)指標(biāo)上還有較大的提升空間。因此,論文提出豐富評(píng)價(jià)主體、深化評(píng)價(jià)應(yīng)用、提升系統(tǒng)功能、拓寬資金渠道、加快人才培養(yǎng)等相關(guān)建議,為溫州智能交通系統(tǒng)建設(shè)提供一些參考。
[Abstract]:Intelligent Transportation (ITS) is a scientific and technological means to solve a series of urban traffic problems, such as traffic congestion, traffic accidents, environmental pollution and so on. It is an important measure to improve the comprehensive strength of urban traffic construction. It is of profound significance to promote the humanistic taste, beautify the natural environment and promote the development of economy and science and technology. Wenzhou Intelligent Transportation was founded in 2011. At present, it is in the period of large-scale service application. Due to the lack of systematic evaluation method and theory system in our country, Wenzhou has been groping and experimenting in the process of practical application of ITS. In order to improve the development level of ITS system, give full play to the role of ITS in traffic assistance, realize the long-term mechanism of intelligent management of ITS, and establish a scientific and complete system, The efficient evaluation system of ITS system needs to be solved urgently. This paper probes into the present situation of the construction and development of ITS at home and abroad, probes into the classification and evaluation method of the benefit of ITS system project, and divides the benefit evaluation into economic evaluation and social environment evaluation. This paper puts forward the evaluation model of ITS system benefit. According to the evaluation model, this paper evaluates the construction and operation of Wenzhou ITS system according to the present situation of Wenzhou ITS construction and development. The economic evaluation adopts "cost-benefit analysis", the "pre-and post-comparison method" is used to compare and analyze the relevant data before and after the implementation of the ITS project, and the social and environmental evaluation adopts the evaluation method of "fuzzy analytic hierarchy process". The social and environmental benefits of Wenzhou ITS system are evaluated by expert scoring method and questionnaire survey. The lack of systematic evaluation model is not conducive to the development of Wenzhou intelligent transportation system. Considering the sociality and economy of intelligent transportation system, the evaluation model needs to include economic evaluation and social environment evaluation. In the economic evaluation, Wenzhou Intelligent Transportation system project is feasible, it can save travel time, reduce accident loss and so on to enhance economic benefits. The intelligent transportation system in Wenzhou can improve social, economic and environmental benefits, but there is still much room for improvement in terms of increasing road network traffic rate, meeting travel demand, adjusting urban structure and reducing exhaust emissions. The paper puts forward some suggestions such as enriching the evaluation subject, deepening the evaluation application, enhancing the system function, widening the fund channel, speeding up the training of talents and so on, which can provide some references for the construction of Wenzhou Intelligent Transportation system.
