【摘要】：近年來,特別是“十二五”規(guī)劃以來,隨著遼寧省經(jīng)濟(jì)的快速發(fā)展、物資流通的加快以及人們出行需求的持續(xù)增加,推動(dòng)公路運(yùn)輸業(yè)得到了空前的發(fā)展。公路運(yùn)輸因其“門到門”的服務(wù)特點(diǎn),成為五種交通運(yùn)輸方式中最基礎(chǔ)的運(yùn)輸方式,但公路運(yùn)輸業(yè)在促進(jìn)經(jīng)濟(jì)繁榮發(fā)展的同時(shí),給資源、環(huán)境等帶來了巨大的壓力,如能源過度消耗、大氣污染、噪聲污染、交通事故等,嚴(yán)重威脅著社會(huì)經(jīng)濟(jì)的健康發(fā)展以及人們的生產(chǎn)與生活,因此,推動(dòng)公路運(yùn)輸業(yè)的低碳綠色發(fā)展,對(duì)遼寧省而言是機(jī)遇也是挑戰(zhàn)�；诖�,本文結(jié)合公路運(yùn)輸業(yè)低碳綠色發(fā)展的理論基礎(chǔ),從實(shí)際出發(fā),運(yùn)用DPSIR模型、AHP-模糊綜合評(píng)價(jià)法對(duì)遼寧省公路運(yùn)輸業(yè)低碳綠色發(fā)展水平進(jìn)行實(shí)證分析。主要研究?jī)?nèi)容及成果有：首先,基于可持續(xù)發(fā)展理論、綠色經(jīng)濟(jì)理論及低碳經(jīng)濟(jì)理論,分析了低碳綠色公路運(yùn)輸?shù)膬?nèi)在機(jī)理,闡述了低碳綠色公路運(yùn)輸?shù)膬?nèi)涵,為下文的研究提供了理論依據(jù)。其次,從公路運(yùn)輸業(yè)低碳綠色發(fā)展的影響因素及現(xiàn)狀入手,對(duì)遼寧省公路運(yùn)輸業(yè)低碳綠色發(fā)展中存在的問題進(jìn)行了分析,包括基礎(chǔ)設(shè)施不完善、節(jié)能技術(shù)落后、監(jiān)管力度不足、資源和環(huán)境問題等,為評(píng)價(jià)指標(biāo)體系的構(gòu)建和發(fā)展對(duì)策的研究奠定了良好的基礎(chǔ)。然后,結(jié)合公路運(yùn)輸業(yè)發(fā)展的實(shí)際情況,運(yùn)用DPSIR模型從驅(qū)動(dòng)力、壓力、狀態(tài)、影響和響應(yīng)五個(gè)方面構(gòu)建了遼寧省公路運(yùn)輸業(yè)低碳綠色發(fā)展的評(píng)價(jià)指標(biāo)體系,并具體闡述了各個(gè)指標(biāo)的含義及考核依據(jù)。根據(jù)評(píng)價(jià)指標(biāo)體系,選取AHP-模糊綜合評(píng)價(jià)法對(duì)遼寧省公路運(yùn)輸業(yè)低碳綠色發(fā)展水平進(jìn)行評(píng)估,得出近五年來發(fā)展水平由“中”等級(jí)轉(zhuǎn)向“良”等級(jí)的結(jié)果。最后,結(jié)合遼寧省公路運(yùn)輸業(yè)低碳綠色發(fā)展存在的問題及其評(píng)價(jià)結(jié)果,從宏觀、中觀和微觀三個(gè)層面提出了針對(duì)性的發(fā)展對(duì)策,這些舉措將對(duì)遼寧省公路運(yùn)輸業(yè)開展低碳綠色發(fā)展工作具有一定的參考價(jià)值。
[Abstract]:In recent years, especially since the 12th Five-Year Plan, with the rapid economic development of Liaoning Province, the rapid circulation of materials and the continuous increase of people's travel demand, Promoting the unprecedented development of the road transport industry. Because of its "door-to-door" service characteristics, road transport has become the most basic mode of transport among the five modes of transportation, but the road transport industry, while promoting economic prosperity and development, gives resources, The environment has brought great pressure, such as excessive consumption of energy, air pollution, noise pollution, traffic accidents and so on, which seriously threaten the healthy development of social economy and people's production and life. To promote the low-carbon green development of road transport industry is an opportunity and a challenge for Liaoning Province. Based on this, this paper combines the theoretical basis of low-carbon green development of road transport industry, starting from the reality, Using DPSIR model AHP- fuzzy comprehensive evaluation method to analyze the low carbon green development level of Liaoning highway transportation industry. The main research contents and results are as follows: firstly, based on sustainable development theory, green economy theory and low carbon economy theory, the main research contents and results are as follows: first, based on sustainable development theory, green economy theory and low carbon economy theory. This paper analyzes the internal mechanism of low-carbon green road transportation, expounds the connotation of low-carbon green road transportation, and provides the theoretical basis for the following research. Secondly, it starts with the influencing factors and present situation of the road transportation industry's low carbon green development. This paper analyzes the problems existing in the low carbon green development of the highway transportation industry in Liaoning Province, including imperfect infrastructure, backward energy saving technology, insufficient supervision, resources and environment problems, etc. It lays a good foundation for the construction of evaluation index system and the research of development countermeasures. Then, according to the actual situation of highway transportation development, DPSIR model is used to analyze the driving force, pressure and status. The evaluation index system of low carbon green development of highway transportation industry in Liaoning Province is constructed from five aspects: influence and response, and the meaning and evaluation basis of each index are expounded in detail. According to the evaluation index system, This paper selects AHP- fuzzy comprehensive evaluation method to evaluate the low carbon green development level of Liaoning highway transportation industry, and obtains the result that the development level has changed from "middle" grade to "good" grade in the past five years. Combined with the problems existing in the low carbon green development of highway transportation industry in Liaoning Province and its evaluation results, this paper puts forward some targeted development countermeasures from the macro, meso and micro levels. These measures will have certain reference value for developing low-carbon green development of Liaoning highway transportation industry.
