【摘要】：危險(xiǎn)貨物公路運(yùn)輸安全問(wèn)題備受關(guān)注,原因是多方面的。隨著經(jīng)濟(jì)的快速發(fā)展,各類企業(yè)對(duì)危險(xiǎn)貨物的需求不斷擴(kuò)大,危險(xiǎn)貨物公路運(yùn)輸?shù)念l率和運(yùn)輸量不斷增加。作為公路運(yùn)輸中的高危領(lǐng)域,危險(xiǎn)貨物公路運(yùn)輸由于性質(zhì)特殊、風(fēng)險(xiǎn)控制難度高,事故發(fā)生的概率較大,一旦處置不當(dāng),就會(huì)造成嚴(yán)重的人員傷害、財(cái)產(chǎn)損失和環(huán)境破壞,社會(huì)影響極其惡劣,因此危險(xiǎn)貨物公路運(yùn)輸企業(yè)安全管理研究具有重要意義。本文主要基于AHP模糊綜合評(píng)價(jià)法對(duì)危險(xiǎn)貨物公路運(yùn)輸企業(yè)的風(fēng)險(xiǎn)評(píng)價(jià)進(jìn)行了較為系統(tǒng)研究。從人員因素、環(huán)境因素、車輛設(shè)備設(shè)施、危險(xiǎn)貨物及其包裝水平、管理因素等五個(gè)方面對(duì)危險(xiǎn)貨物公路運(yùn)輸系統(tǒng)存在的風(fēng)險(xiǎn)因素進(jìn)行分析,建立了含有5個(gè)一級(jí)指標(biāo)及18個(gè)二級(jí)指標(biāo)的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。利用層級(jí)分析法、專家打分法對(duì)相關(guān)權(quán)重及隸屬度進(jìn)行確定,選擇合適的模糊算法,構(gòu)建危險(xiǎn)貨物公路運(yùn)輸企業(yè)風(fēng)險(xiǎn)二級(jí)模糊綜合評(píng)價(jià)模型。最后結(jié)合實(shí)例,對(duì)某公司運(yùn)輸車隊(duì)針對(duì)某路線的危險(xiǎn)貨物公路運(yùn)輸風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià),評(píng)價(jià)結(jié)果與實(shí)際情況相符,均處于“較安全”的狀態(tài),同時(shí)對(duì)危險(xiǎn)貨物公路運(yùn)輸過(guò)程中存在的主要風(fēng)險(xiǎn)因素(人員因素、車輛及設(shè)備設(shè)施等)提出相關(guān)的控制措施用以規(guī)避風(fēng)險(xiǎn)。
[Abstract]:With the rapid development of economy, the demand of all kinds of enterprises for dangerous goods is expanding. The frequency and volume of dangerous goods transported by road is increasing. As a high risk area in road transportation, road transport of dangerous goods is difficult to control because of its special nature, and the probability of accidents is high. Once it is handled improperly, Will cause serious human injury, property damage and environmental damage, and the social impact will be extremely bad. Therefore, it is of great significance to study the safety management of road transport enterprises of dangerous goods. Based on the fuzzy comprehensive evaluation method of AHP, the risk assessment of road transport enterprises of dangerous goods is studied systematically in this paper. The risk factors in road transportation system of dangerous goods are analyzed from five aspects, such as vehicle equipment and facilities, dangerous goods and their packaging level, management factors, etc. The risk evaluation index system including 5 first-grade indexes and 18 second-class indexes is established. The relevant weights and membership degree are determined by using AHP and expert scoring method, and the appropriate fuzzy algorithm is selected. A two-stage fuzzy comprehensive evaluation model of dangerous goods road transportation enterprise risk is constructed. Finally, combined with an example, the risk of dangerous goods road transportation of a company's transport fleet is evaluated, and the evaluation results are consistent with the actual situation. At the same time, the main risk factors (personnel factors, vehicles and facilities, etc.) in the process of dangerous goods transportation are put forward to avoid the risk.
