西寧市停車特性分析及管理規(guī)劃

【摘要】:隨著西部大開(kāi)發(fā)的大好機(jī)遇,“十一五”以來(lái)西寧市的經(jīng)濟(jì)快速發(fā)展,城市人口不斷增長(zhǎng),城市規(guī)模不斷擴(kuò)大,城鄉(xiāng)面貌發(fā)生了前所未有的改變,國(guó)民經(jīng)濟(jì)保持平穩(wěn)較快增長(zhǎng),2013年全市完成地區(qū)生產(chǎn)總值978.53億元,人均GDP超過(guò)6000美元。經(jīng)濟(jì)的快速發(fā)展帶動(dòng)了城市居民生活水平的變化,日益提高的生活質(zhì)量也體現(xiàn)在私人小汽車的擁有量的逐年遞增,私家車保有量持續(xù)增長(zhǎng),然而,激增的機(jī)動(dòng)車與城市建設(shè)的相對(duì)落后使得交通問(wèn)題越來(lái)越凸顯,尤其是近幾年的停車問(wèn)題時(shí)刻困擾著每一位交通參與者,停車亂、停車難、隨意停車等現(xiàn)象嚴(yán)重制約了城市的發(fā)展,影響的城市的景觀風(fēng)貌,進(jìn)而加劇了動(dòng)態(tài)交通擁堵、道路交通安全、環(huán)境破壞污染等問(wèn)題,如何解決好城市的停車問(wèn)題以推動(dòng)城市交通持續(xù)健康有序的發(fā)展顯得尤為關(guān)鍵。本文在歸納總結(jié)國(guó)內(nèi)城市停車問(wèn)題的相關(guān)研究理論的基礎(chǔ)上,分析總結(jié)了國(guó)內(nèi)城市停車管理的歷史與現(xiàn)狀,同時(shí)選取了西寧市停車問(wèn)題突出的十五個(gè)片區(qū),進(jìn)行了實(shí)地的數(shù)據(jù)采集與調(diào)查,分別對(duì)停車泊位數(shù)量、實(shí)停車數(shù)量、停放方式、停車結(jié)構(gòu)、停放時(shí)間及停車類型等指標(biāo)進(jìn)行了分析總結(jié),歸納并分析了西寧市的現(xiàn)狀停車問(wèn)題,如停車設(shè)施供應(yīng)缺口很大,路內(nèi)停車比例過(guò)高,停車設(shè)施配建標(biāo)準(zhǔn)偏低等問(wèn)題。同時(shí),在現(xiàn)狀調(diào)研的基礎(chǔ)上,本文對(duì)西寧市的停車設(shè)施進(jìn)行了需求預(yù)測(cè)分析并制定了規(guī)劃布局方案,并且提出了針對(duì)性的解決西寧市停車難問(wèn)題的對(duì)策建議,強(qiáng)調(diào)應(yīng)該結(jié)合西寧市的實(shí)際情況,從政策法規(guī)、技術(shù)標(biāo)準(zhǔn)、經(jīng)濟(jì)杠桿等諸多方面對(duì)西寧市停車發(fā)展對(duì)策進(jìn)行了探討分析,提出了近期和中遠(yuǎn)期的建議和對(duì)策。本文的研究成果對(duì)西寧市的停車規(guī)劃與管理,具有一定的借鑒作用,對(duì)于解決西寧市由停車問(wèn)題引發(fā)的道路交通問(wèn)題,具有一定的實(shí)際意義和理論參考價(jià)值。
[Abstract]:With the great opportunity of the large-scale development of the western region, Xining has witnessed rapid economic development since the 11th Five-Year Plan, the continuous growth of the urban population, the constant expansion of the urban scale, and the unprecedented changes in the outlook of the urban and rural areas. In 2013, the gross domestic product of the whole city was ninety-seven billion eight hundred and fifty-three million yuan, and the per capita GDP exceeded 6, 000 US dollars. The rapid development of the economy led to the change in the living standards of urban residents. The increasing quality of life is also reflected in the increasing number of private cars and the continuous increase in the number of private cars. However, the rapid increase of motor vehicles and the relative backwardness of urban construction make traffic problems more and more prominent. Especially in recent years, the parking problem has been puzzling every traffic participant. Parking chaos, parking difficulties, random parking and other phenomena seriously restrict the development of the city, affect the landscape of the city, and then aggravate the dynamic traffic congestion. Problems such as road traffic safety, environmental damage and pollution, How to solve the parking problem of the city is particularly crucial to promote the sustainable, healthy and orderly development of urban traffic. This paper summarizes the relevant research theories of the urban parking problem in China. This paper analyzes and summarizes the history and present situation of urban parking management in China, and selects fifteen districts with outstanding parking problems in Xining to collect and investigate the data on the spot, respectively, to the number of parking berths, the number of actual parking spaces, and the parking modes. The parking structure, parking time and parking type are analyzed and summarized, and the current parking problems in Xining are summarized and analyzed, such as the large gap of parking facilities, the high proportion of parking in the road. At the same time, on the basis of investigation and research, this paper analyzes the demand of parking facilities in Xining city and formulates the planning and layout scheme. And put forward the countermeasures and suggestions to solve the parking difficulties in Xining City, emphasizing that we should combine the actual situation of Xining City, from the policies, laws and regulations, technical standards, This paper discusses and analyzes the countermeasures of parking development in Xining from many aspects such as economic leverage, and puts forward some suggestions and countermeasures in the near and medium term. The research results of this paper can be used for reference to the planning and management of parking in Xining. It has certain practical significance and theoretical reference value for solving the road traffic problem caused by parking problem in Xining city.
