【摘要】：在國際郵輪旅游市場東移的背景下,郵輪經(jīng)濟效應(yīng)強力促進(jìn)了中國郵輪旅游的發(fā)展,各級政府紛紛支持郵輪產(chǎn)業(yè)的發(fā)育,沿海港口城市掀起了規(guī)劃建設(shè)郵輪港口的熱潮,但它們向郵輪接待業(yè)務(wù)拓展中,一方面面臨著如何建設(shè)符合國際標(biāo)準(zhǔn)且高效適用的碼頭的問題;另一方面在巨額的投資成本和投資風(fēng)險下,面臨著選擇何種有效的經(jīng)營模式的難題。國外郵輪經(jīng)濟發(fā)達(dá)地區(qū)的經(jīng)驗顯示,風(fēng)險共擔(dān)、利益共享的PPP模式是種有效的郵輪港口開發(fā)運營模式。本文基于公共產(chǎn)品理論、交易成本理論及合作博弈理論,汲取項目管理、合約管理的相關(guān)思想,針對中國郵輪港口發(fā)展現(xiàn)狀,剖析了PPP模式在國外郵輪港口的應(yīng)用實踐,最終結(jié)合中國特色,探析了PPP模式在中國郵輪港口開發(fā)運營中的路徑選擇。本文主要分為七部分:第一部分為緒論。說明了本文的研究背景并提出問題,闡述了研究意義。從概念性介紹、融資管理、合約管理、風(fēng)險管理、項目評價及影響因素等五個方面梳理了PPP模式在(郵輪)港口中的研究現(xiàn)狀。此外,還說明了研究方法與技術(shù)路線。第二部分為理論分析。從PPP模式的起源及社會經(jīng)濟背景出發(fā),闡述了PPP模式的內(nèi)涵,并重點分析了中國特色化的“政府和社會資本合作”,進(jìn)一步說明了本文的理論基礎(chǔ)。第三部分從郵輪港口的定義、分類、運營條件與功能要素分析了郵輪港口的內(nèi)涵,并把握了郵輪港口及其開發(fā)運營的經(jīng)濟特點,進(jìn)一步闡述了港口管理模式。第四部分從港口接待能力、港口及航線布局、港口運力狀況,分析了中國郵輪港口的發(fā)育現(xiàn)狀,通過文獻(xiàn)法和(郵件)訪談法探討了中國郵輪港口開發(fā)運營模式的類別及特征,在此基礎(chǔ)上總結(jié)了中國郵輪港口存在的主要問題、PPP模式應(yīng)用于中國郵輪港口的障礙。第五部分從港口改革的視角入手,探討了PPP模式在國外郵輪港口應(yīng)用的實踐經(jīng)驗,從應(yīng)用方式、參與主體以及實施步驟等方面剖析了PPP模式在郵輪港口中應(yīng)用體系。第六部分總結(jié)分析了PPP模式應(yīng)用于中國郵輪港口的動力、特征,在此基礎(chǔ)上,重點探討了當(dāng)前環(huán)境下PPP模式如何合理地應(yīng)用于中國郵輪港口的開發(fā)運營,并從項目管理角度闡述了運作流程,進(jìn)一步提出了相關(guān)建議。第七部分為本文的研究結(jié)論與展望。
[Abstract]:Under the background of the international cruise tourism market moving eastward, the cruise economic effect has strongly promoted the development of China's cruise tourism, and governments at all levels have supported the development of the cruise industry. The coastal port cities set off the upsurge of planning and construction of cruise ports, but they are faced with the problem of how to build terminals that meet the international standards and efficiently apply in the expansion of cruise reception business; On the other hand, under the huge investment cost and investment risk, it is difficult to choose what kind of effective management mode to choose. The experience of overseas cruise ship economy developed area shows that the risk is shared. The PPP model of benefit-sharing is an effective model of cruise port development and operation. Based on the theory of public goods, transaction cost and cooperative game theory, this paper draws on the relevant ideas of project management and contract management. In view of the current situation of the development of Chinese cruise ports, this paper analyzes the application practice of PPP model in foreign cruise ports, and finally combines with Chinese characteristics. This article is divided into seven parts: the first part is the introduction. It explains the research background of this paper and puts forward the problems. This paper expounds the significance of the research. From the five aspects of conceptual introduction, financing management, contract management, risk management, project evaluation and impact factors, this paper combs the research status of PPP model in the port (cruise). The second part is the theoretical analysis. From the origin of the PPP model and the socio-economic background, this paper expounds the connotation of the PPP model. It also focuses on the analysis of the "cooperation between government and social capital", which is characteristic of China, and further explains the theoretical basis of this paper. The third part is the definition and classification of cruise ports. This paper analyzes the connotation of cruise port, grasps the economic characteristics of cruise port and its development and operation, and further expounds the port management mode. 4th part of the port reception capacity. The layout of ports and routes, the status of port capacity, the development of Chinese cruise ports are analyzed, and the types and characteristics of the development and operation mode of Chinese cruise ports are discussed by means of literature method and (mail) interview method. On this basis, this paper summarizes the main problems existing in China's cruise ports and the obstacles to the application of the PPP model to China's cruise ports. Part 5th starts with the perspective of port reform. This paper discusses the practical experience of the application of PPP model in foreign cruise ports. Part 6th summarizes and analyzes the power and characteristics of PPP model applied in Chinese cruise ports. This paper mainly discusses how to apply the PPP mode to the development and operation of Chinese cruise ports in the current environment, and expounds the operation flow from the point of view of project management. Further suggestions are put forward. Part 7th is the conclusion and prospect of this paper.
