【摘要】：在氣候變化背景下,北冰洋"西北航道"開通預(yù)期提前,為我國(guó)能源戰(zhàn)略帶來(lái)良好的發(fā)展機(jī)遇,同時(shí)其社會(huì)政治效應(yīng)及氣候變化和影響的復(fù)雜性、不確定性也使該航道面臨潛在風(fēng)險(xiǎn)和挑戰(zhàn)。引進(jìn)風(fēng)險(xiǎn)分析的理論和方法,對(duì)全球氣候變化對(duì)影響"西北航道"的自然環(huán)境開展研究。針對(duì)氣候變化對(duì)"西北航道"自然環(huán)境潛在風(fēng)險(xiǎn)要素進(jìn)行梳理,構(gòu)建危險(xiǎn)性評(píng)價(jià)指標(biāo)體系,對(duì)自然災(zāi)害危險(xiǎn)性進(jìn)行綜合定量的評(píng)估區(qū)劃。
[Abstract]:Under the background of climate change, the Arctic Ocean "Northwest Passage" is expected to open ahead of schedule, which brings good development opportunities for China's energy strategy, at the same time, its social and political effects and the complexity of climate change and impact. Uncertainty also makes the channel face potential risks and challenges. The theory and method of risk analysis are introduced. This paper studies the influence of global climate change on the natural environment of "Northwest Passage". In view of climate change, the potential risk factors of the natural environment of "Northwest Passage" are sorted out, and the risk assessment index system is constructed. The risk of natural disasters is assessed quantitatively and synthetically.
