【摘要】：解決“三農(nóng)”問題是全黨一段時期內(nèi)工作的重心,實現(xiàn)城鄉(xiāng)一體化發(fā)展是解決好“三農(nóng)”問題的根本途徑,加強農(nóng)村地區(qū)基礎(chǔ)設(shè)施建設(shè)是城鄉(xiāng)一體化發(fā)展的重要環(huán)節(jié),建好、養(yǎng)好、管好農(nóng)村公路又是實現(xiàn)農(nóng)民增收、改善農(nóng)村生產(chǎn)生活環(huán)境的有效途徑,要切實提高農(nóng)村基礎(chǔ)設(shè)施建設(shè)的耐久性,保證工程建設(shè)質(zhì)量,加大農(nóng)村公路養(yǎng)護管理力度,延長使用壽命,提高交通運輸資金投入產(chǎn)出效益�！笆濉币詠�,我省農(nóng)村公路建設(shè)里程快速增加,農(nóng)村公路管養(yǎng)工作以農(nóng)村公路管理養(yǎng)護年活動為契機,樹立了建設(shè)是發(fā)展、管理養(yǎng)護也是發(fā)展、是可持續(xù)的發(fā)展的科學(xué)理念。但是從整個云南省農(nóng)村公路養(yǎng)護管理工作實際來看,還存在養(yǎng)護意識淡薄、養(yǎng)護資金不足、養(yǎng)護人員配備不足、機構(gòu)設(shè)置不合理和養(yǎng)護技術(shù)落后等問題,全國各地在管養(yǎng)體制改革實踐中,探索出“建廟增人購機式”、“自建、自營、自養(yǎng)”、“分級管理、分級養(yǎng)護”等模式,要解決云南省農(nóng)村公路養(yǎng)護問題還需因地制宜,結(jié)合我省地理環(huán)境、各地經(jīng)濟社會發(fā)展水平、公共管理部門體制機制建設(shè)等因素探索適合云南省農(nóng)村公路養(yǎng)護發(fā)展的新路子,本文通過加強技術(shù)創(chuàng)新、建立穩(wěn)定的資金渠道、健全考核長效機制、理順機構(gòu)設(shè)置,提高公路管理部門養(yǎng)護工作水平,不斷培育養(yǎng)護市場,推進農(nóng)村公路養(yǎng)護市場化進程等方面,就云南省在加強農(nóng)村公路養(yǎng)護中如何解決存在的問題提出對策建議。
[Abstract]:To solve the problem of "agriculture, countryside and farmers" is the focus of the whole party's work for a period of time, and to realize the integration of urban and rural areas is the fundamental way to solve the problem of "agriculture, countryside and farmers". Strengthening the infrastructure construction in rural areas is an important link in the development of urban and rural integration. Building, maintaining, and managing rural roads is an effective way to increase farmers' income and improve the rural production and living environment. It is necessary to effectively improve the durability of rural infrastructure construction, ensure the quality of engineering construction, strengthen the maintenance and management of rural roads, prolong the service life, and improve the input-output efficiency of transportation funds. The mileage of rural highway construction in our province is increasing rapidly. The management and maintenance of rural highway takes the year of rural highway management and maintenance as an opportunity to establish that construction is development and management and maintenance is also development. It is the scientific idea of sustainable development, but from the reality of the whole rural highway maintenance and management work in Yunnan Province, there is still a weak awareness of maintenance, insufficient maintenance funds and insufficient personnel for maintenance. In the practice of the reform of the management and maintenance system in various parts of the country, we have explored "building a temple to increase the number of people buying machines", "self-building, self-supporting, self-supporting" and "hierarchical management". In order to solve the problem of rural highway maintenance in Yunnan Province, it is necessary to take measures according to local conditions, combined with the geographical environment of our province and the level of economic and social development. This paper explores a new way suitable for the rural highway maintenance and development in Yunnan province, such as the system and mechanism construction of the public management department. Through strengthening the technical innovation, establishing a stable fund channel, and perfecting the assessment mechanism of long-term effect. We should straighten out the establishment of institutions, improve the maintenance work level of highway management departments, continuously cultivate the maintenance market, and promote the marketization process of rural highway maintenance. This paper puts forward countermeasures and suggestions on how to solve the existing problems in strengthening rural highway maintenance in Yunnan Province.
