【摘要】：社會(huì)基礎(chǔ)服務(wù)內(nèi)容之一的城市公交在一定程度上決定了社會(huì)經(jīng)濟(jì)發(fā)展的方向,影響著人民群眾的生產(chǎn)生活。城市經(jīng)濟(jì)的快速發(fā)展和城市化的推進(jìn)使泉州中心城區(qū)在原有的基礎(chǔ)上有了進(jìn)一步擴(kuò)張,帶動(dòng)了公交需求的增加,出行機(jī)動(dòng)化比例明顯提升,城市道路通行權(quán)的供求矛盾日益突出,嚴(yán)重影響了市民的出行效率和社會(huì)的經(jīng)濟(jì)效應(yīng),影響到城市的可持續(xù)發(fā)展。因此,泉州市大力發(fā)展城市公共交通,實(shí)施“公交優(yōu)先”發(fā)展政策,取得一定的成效,但是仍存在一些問(wèn)題。本文通過(guò)對(duì)國(guó)內(nèi)外公共交通發(fā)展?fàn)顩r的研究,結(jié)合公共管理學(xué)的相關(guān)理論,首先分析公共交通的基本概念和性質(zhì);其次,以史密斯模型為依據(jù),全面研究泉州“公交先行”的發(fā)展形勢(shì)、存在的問(wèn)題及其原因進(jìn)行分析,全面深入了解泉州“公交先行”政策;然后,學(xué)習(xí)借鑒其他地區(qū)和國(guó)家“公交先行”的先進(jìn)經(jīng)驗(yàn)做法,從完善公交行業(yè)規(guī)范,科學(xué)制定公交先行規(guī)劃,加強(qiáng)城市公交先行的輿論引導(dǎo),提高群眾對(duì)公交的滿意度,提升公交企業(yè)活力,建立公交投入體制機(jī)制,利用科技創(chuàng)新,優(yōu)化公交優(yōu)先政策執(zhí)行環(huán)境四個(gè)方面對(duì)泉州“公交優(yōu)先”提出政策建議,以期實(shí)現(xiàn)“公交優(yōu)先”的政策目標(biāo)。
[Abstract]:One of the city bus service content social basis determines the direction of social and economic development to a certain extent, affect people's production and life. The rapid development of city economy and the advance of the city center of Quanzhou city has been further expanded on the basis of the original, driven by an increase in bus demand, motorized travel significantly ascension, the contradiction between supply and demand of city traffic rights have become increasingly prominent, seriously affecting the economic efficiency and the social effect of public travel, affect the city's sustainable development. Therefore, to develop the city public traffic in Quanzhou City, the implementation of the "public transport priority" development policy, and achieved some success, but there are still some problems. This paper studies the domestic and foreign public transportation development, combining the theory of public management, this paper first analyzes the basic concepts and properties of public transportation; secondly, in the history of Smith model as the basis, the situation of the development of a comprehensive study of the Quanzhou "the bus", analyzes the problems and reasons, in-depth understanding of Quanzhou "the bus" policy; then, learn the advanced experience from other countries and regions "bus", from the improvement of bus industry norms, the scientific development of public traffic priority planning, strengthen city bus to guide public opinion, improve the satisfaction of the masses of public transportation, enhance the vitality of public enterprises, establish public investment system mechanism, the use of scientific and technological innovation, optimization of bus priority policy suggestion to Quanzhou "bus priority" proposed execution environment four aspects, in order to achieve the "bus priority" policy objectives.
