【摘要】:2011年7月,國際海事組織在海洋環(huán)境保護委員會第62屆會議上確定把《新造船能效設(shè)計指數(shù)》寫進《國際海洋防止船舶污染海洋公約》附則VI第四章修正案,2013年1月1日起正式生效并強制執(zhí)行。船舶能效設(shè)計指數(shù)是由船舶二氧化碳設(shè)計指數(shù)演變而來的,和二氧化碳設(shè)計指數(shù)不同的是二氧化碳設(shè)計指數(shù)強調(diào)的溫室氣體的減排目標(biāo),能效設(shè)計指數(shù)則是從提高船舶能效水平的角度對船舶設(shè)計和建造提出要求,從而達到降低航運業(yè)二氧化碳排放總量的目的。隨著新造船能效設(shè)計指數(shù)的強制執(zhí)行,能效設(shè)計指數(shù)作為考核新造船的重要指標(biāo)之一,對于新造船的設(shè)計具有一票否決權(quán),直接決定新造船設(shè)計是否可以進行以及船舶完工后是否可以順利交付使用。本文依據(jù)規(guī)范要求,采用以實例分析計算的方法,對新造船能效設(shè)計指數(shù)規(guī)范進行研究,分析新造船能效設(shè)計指數(shù)的強制實施對于新造船設(shè)計及建造的影響。通過對規(guī)范產(chǎn)生的背景及發(fā)展歷程分析梳理,加深對規(guī)范的理解。對規(guī)范及得到能效設(shè)計指數(shù)值公式進行深入解讀,分析各參數(shù)的含義及準(zhǔn)確取值的方法,分析參數(shù)對能效設(shè)計指數(shù)的影響,提出了提高能效水平的有效可行的方法及措施,針對現(xiàn)行規(guī)范中的不足,提出了合理建議。并以某液化氣船為例,分析論證了雙燃料主機的氣體運輸船在計算得到能效設(shè)計指數(shù)值時各參數(shù)的選取原則,通過對比主機在燃氣模式和燃油模式下能效設(shè)計指數(shù)計算結(jié)果,證明天然氣作為船舶主機的主要燃料可以提高能效設(shè)計指數(shù)指標(biāo)。同時還對船舶主機的裝機功率進行評估,證明該功率能滿足船舶在惡劣海況下維持操縱性所需最小功率的要求。
[Abstract]:July 2011 At the 62nd session of the Marine Environment Protection Committee, the International Maritime Organization decided to include the Energy efficiency Design Index for New Shipbuilding in the amendment to chapter IV of annex VI to the International Marine Convention for the Prevention of Marine pollution from ships, effective 1 January 2013 Take effect and enforce. The ship's energy efficiency design index evolved from the ship's carbon dioxide design index, which, unlike the carbon dioxide design index, emphasizes greenhouse gas emission reduction targets. The energy efficiency design index (EDI) is to improve the energy efficiency level of ships and put forward the requirements of ship design and construction, thus reducing the total amount of carbon dioxide emissions from shipping industry. With the enforcement of the new shipbuilding energy efficiency design index, the energy efficiency design index, as one of the important indicators for evaluating new shipbuilding, has a vote of veto over the new shipbuilding design. It directly determines whether the new shipbuilding design can be carried out and whether the ship can be delivered smoothly after the completion of the ship. In this paper, according to the requirements of specifications, the energy efficiency design index of new shipbuilding is studied by the method of example analysis and calculation, and the influence of the enforcement of energy efficiency design index of new shipbuilding on the design and construction of new shipbuilding is analyzed. Through the analysis of the background and development process of the norms, to deepen the understanding of the norms. This paper deeply interprets the standard and the numerical formula of energy efficiency design index, analyzes the meaning of each parameter and the method of accurately choosing the value, analyzes the influence of the parameter on the energy efficiency design index, and puts forward some effective and feasible methods and measures to improve the energy efficiency level. In view of the deficiency of the current standard, the reasonable suggestion is put forward. Taking a liquefied gas ship as an example, this paper analyzes and demonstrates the principle of selecting the parameters of the gas carrier with dual fuel engine in calculating the energy efficiency design index, and compares the calculation results of the energy efficiency design index between the main engine in the gas mode and the fuel mode. It is proved that natural gas as the main fuel of ship mainframe can improve the index of energy efficiency design. At the same time, the installed power of the main engine of the ship is evaluated, which proves that the power can meet the requirement of the minimum power required to maintain the maneuverability of the ship under the adverse sea conditions.
