【摘要】：寧海三門灣新區(qū)是浙江省海洋經(jīng)濟發(fā)展的重點區(qū)塊，新區(qū)處于開發(fā)建設的初期階段，是典型的縣級產(chǎn)業(yè)基礎薄弱新區(qū)。作為浙江省新一輪經(jīng)濟社會發(fā)展的新載體，其產(chǎn)業(yè)發(fā)展有更高的要求，正確選擇海洋主導產(chǎn)業(yè)并優(yōu)化新區(qū)的產(chǎn)業(yè)空間布局對于新區(qū)的發(fā)展至關(guān)重要。但在區(qū)域主導產(chǎn)業(yè)選擇的現(xiàn)有研究案例中，大多是以有一定產(chǎn)業(yè)基礎的區(qū)域主導產(chǎn)業(yè)選擇為研究對象，對于產(chǎn)業(yè)基礎薄弱區(qū)域的研究較少，其主導產(chǎn)業(yè)選擇還沒有完善的方法體系。 本文采取的方法是通過運用灰色關(guān)聯(lián)度法對全國、浙江省和寧波市三個層面的海洋主導產(chǎn)業(yè)進行分析，確定新區(qū)的產(chǎn)業(yè)選擇范圍，然后再根據(jù)新區(qū)自身產(chǎn)業(yè)發(fā)展的支撐條件和約束條件進行定性分析，從確定的范圍中篩選出適合新區(qū)發(fā)展的主導產(chǎn)業(yè)。本文研究成果主要包括以下幾個方面： （1）新區(qū)主導產(chǎn)業(yè)選擇的外部環(huán)境分析 海洋油氣業(yè)、濱海旅游業(yè)、海洋交通運輸業(yè)、海洋漁業(yè)為全國海洋主導產(chǎn)業(yè)，關(guān)聯(lián)度分別為0.951、0.936、0.929、0.881；海洋交通運輸業(yè)、海洋工程建筑業(yè)為浙江省海洋主導產(chǎn)業(yè)，關(guān)聯(lián)度分別為0.988、0.987；海洋油氣業(yè)、海洋漁業(yè)為寧波市海洋主導產(chǎn)業(yè)，關(guān)聯(lián)度分別為0.995、0.990。納入新區(qū)海洋主導產(chǎn)業(yè)選擇范圍的是海洋油氣業(yè)、濱海旅游業(yè)、海洋交通運輸業(yè)、海洋漁業(yè)、海洋工程建筑業(yè)。 （2）新區(qū)海洋主導產(chǎn)業(yè)的選擇 海洋油氣業(yè)和海洋交通運輸業(yè)由于新區(qū)能源欠缺、港口岸線條件欠佳被篩除。新區(qū)應大力發(fā)展海洋漁業(yè)和濱海旅游業(yè)，適當培育海洋工程建筑業(yè)的海港建筑、濱海電站建筑、海岸堤壩建筑和海洋隧道橋梁建筑等行業(yè)。 （3）新區(qū)產(chǎn)業(yè)空間布局優(yōu)化 新區(qū)可劃分為主要發(fā)展農(nóng)業(yè)的一市、越溪與雙盤三山涂、蛇蟠涂區(qū)塊、主要發(fā)展工業(yè)的寧海經(jīng)濟開發(fā)區(qū)、為新區(qū)生產(chǎn)生活配套的長街鎮(zhèn)綜合功能區(qū)塊以及主要發(fā)展旅游業(yè)的胡陳港旅游區(qū)塊四大區(qū)塊。海洋漁業(yè)布局在一市、越溪與雙盤三山涂、蛇蟠涂區(qū)塊，濱海旅游業(yè)主要布局在胡陳港區(qū)塊，，海洋工程建筑業(yè)的海港建筑、濱海電站建筑、海岸堤壩建筑和海洋隧道橋梁建筑等行業(yè)布局在長街鎮(zhèn)綜合功能區(qū)塊靠近海域的工業(yè)區(qū)內(nèi)。
[Abstract]:The Sanmen Bay New area of Ninghai is a key area in the development of marine economy in Zhejiang Province. It is in the initial stage of development and construction and is a typical new area with weak industrial foundation at the county level. As a new carrier of the new round of economic and social development in Zhejiang Province, the industrial development of Zhejiang Province has higher requirements. It is very important for the development of the new area to correctly select the leading marine industry and optimize the industrial space layout of the new area. However, in the existing research cases of the regional leading industry selection, most of them are based on the regional leading industry selection with a certain industrial foundation as the research object, and the research on the weak industrial base area is less. There is no perfect method system for the choice of leading industry. The method adopted in this paper is to analyze the marine leading industries at three levels in China, Zhejiang Province and Ningbo City by using the method of grey correlation degree, and to determine the scope of industry selection in the new area. Then according to the supporting conditions and constraint conditions of the development of the new area, the leading industries suitable for the development of the new area are selected from the determined scope. The research results of this paper mainly include the following aspects: (1) the external environment of the selection of leading industries in the new area; the offshore oil and gas industry, the coastal tourism industry, the marine transportation industry, the marine fishery industry are the leading national marine industries. The correlation degree was 0.951 ~ 0.936 ~ 0.929 ~ 0.881respectively; The marine transportation industry and the marine engineering construction industry are the leading marine industries in Zhejiang Province, the correlation degree is 0.988C0.987.The offshore oil and gas industry and the offshore fishery industry are the leading marine industries in Ningbo with the correlation degree of 0.9950.990.90. The marine oil and gas industry, coastal tourism industry, marine transportation industry, marine fishery industry and marine engineering construction industry are included in the selection scope of marine leading industries in the new area. (2) the selection of main marine industry in the new area, the marine oil and gas industry and the marine transportation industry, because of the lack of energy in the new area, the poor conditions of the port shoreline have been eliminated. The new area should vigorously develop marine fishery and coastal tourism, and properly cultivate the marine engineering construction seaport building, coastal power station construction, coastal levee construction, ocean tunnel bridge construction and other industries. (3) the new area can be divided into one city with main agricultural development, Yuexi and Shuangpan Sanshan, snake pan, Ninghai Economic Development Zone, which mainly develops industry. The comprehensive function block of Changjie Town and the tourist block of Huchen Port which mainly develop tourism are four blocks supporting production and life in the new area. The layout of the marine fishery is in a city, in which Yuexi and Shuangpan are painted in three mountains, and in the snake coiled area. The coastal tourism owners should lay out seaports in the Hu-Chen Port area, the marine engineering construction industry, and the coastal power station buildings. Coastal levee construction and ocean tunnel bridge construction are arranged in the industrial area near the sea area of Changjie Town.
