【摘要】：國家創(chuàng)新評價研究在國內(nèi)外仍然方興未艾,但目前的重點集中在創(chuàng)新能力評價上,對于評價創(chuàng)新型國家建設所處階段的研究仍不多。為深入研究和評估中國的創(chuàng)新型國家建設進展,更有效地指導全國范圍內(nèi)的實踐工作,本文在評述國內(nèi)外有關創(chuàng)新型國家評價理論的基礎上,詳細總結了國內(nèi)外一些主要的創(chuàng)新評價實踐及其對我國的啟示,最后完整地提出了中國開展創(chuàng)新型國家評價的一些基本構想,并提出要強化創(chuàng)新主體的定位和責任以保障其得以有效實施。
[Abstract]:The research on national innovation evaluation is still in the ascendant at home and abroad, but at present the emphasis is on the evaluation of innovation ability, and the research on the stage of evaluation of innovative country construction is still few. In order to deeply study and evaluate the progress of China's innovative national construction, and to guide the national practice more effectively, this paper reviews the theories of innovative national evaluation at home and abroad. This paper summarizes in detail some major innovation evaluation practices at home and abroad and their enlightenment to China, and finally puts forward some basic ideas for China to carry out innovative national evaluation. And put forward to strengthen the position and responsibility of innovation subject to ensure its effective implementation.
