【摘要】：里根政府改革的成功具有四個(gè)策略性經(jīng)驗(yàn):改革之前開展大范圍的理論爭(zhēng)論,改革之初進(jìn)行大范圍的改革宣傳,改革方案形成具有法律效力的法案,改革實(shí)施做好技術(shù)把關(guān)。更關(guān)鍵的是,里根政府改革的成功源于其在戰(zhàn)略上處理好了四大關(guān)系:放松行政管制,處理好政府與市場(chǎng)的關(guān)系;福利支出量力而行,平衡好政府救助和國(guó)民自救的關(guān)系;向地方政府放權(quán),平衡好中央政府與地方政府的關(guān)系;依靠民主和法治,實(shí)現(xiàn)最大程度的民主化和法治化。
[Abstract]:The success of the reform of Reagan Administration has four strategic experiences: before the reform, the reform carried out a wide range of theoretical arguments, the early reform of a wide range of reform propaganda, the reform program to form a bill with legal effect, the implementation of the reform to do a good job of technical control. More importantly, the success of the reform of the Reagan Administration stems from its handling of four relations strategically: relaxing administrative control, handling the relationship between the government and the market, keeping welfare expenditure within the limits of its capacity, balancing the relationship between government assistance and national self-help; Decentralization of power to local governments, balance the relationship between the central government and local governments, rely on democracy and rule of law to achieve the greatest degree of democratization and rule of law.
