【摘要】：進入新世紀以來,隨著改革開放的不斷推進,制約我國城鎮(zhèn)化發(fā)展的重要因素已經(jīng)逐漸轉(zhuǎn)變?yōu)橘Y金的極度匱乏。因此,不斷創(chuàng)新投融資機制,采取具有市場經(jīng)濟特征的運營、管理手段,制定科學的決策流程和行政架構,進行多渠道融資,不斷挖掘新的投資增長點,對促進成都市小城鎮(zhèn)建設,發(fā)展社會主義新農(nóng)村具有重要的理論價值和實踐指導意義。 首先,詳細闡釋并理清投融資理論、小城鎮(zhèn)建設理論、政府同市場的相互作用、小城鎮(zhèn)建設投融資機制等概念；其次,運用多種方法對成都市目前小城鎮(zhèn)建設投融資情況進行了詳實分析,并對涉及投融資機制創(chuàng)新問題進行了較為深入的探討；再次,系統(tǒng)研究了美國、法國等國的小城鎮(zhèn)建設投融資機制,分析了他國的當前運行制度,概括總結出了對國內(nèi)小城鎮(zhèn)建設有用的經(jīng)驗；最后,提出成都市小城鎮(zhèn)建設投融資機制創(chuàng)新的最終理想模式,著重分析創(chuàng)新的思路和具體措施,并指出促進小城鎮(zhèn)建設投融資機制創(chuàng)新的配套措施。 一般認為,小城鎮(zhèn)建設投融資機制是小城鎮(zhèn)建設投融資活動經(jīng)營機制和管理機制的總和,主要包括小城鎮(zhèn)建設投融資主體的確立及其行為、小城鎮(zhèn)建設資金來源、投資項目決策程序、建設實施管理等。經(jīng)過研讀凱恩斯等人的經(jīng)典著作,根據(jù)成都市小城鎮(zhèn)建設的具體情況,將小城鎮(zhèn)建設投融資機制分為四個方面：一是建設主體、二是資金來源的渠道、三是決策機制、四是科學的管理機制。 目前成都市小城鎮(zhèn)建設投融資主體主要還是政府。作者經(jīng)過對成都市近幾年的小城鎮(zhèn)建設投融資情況進行綜合分析后,詳細闡述了政府在小城鎮(zhèn)建設投融資過程中扮演的角色及應該發(fā)揮的作用。成都市小城鎮(zhèn)建設的投資規(guī)模增長迅速,但是仍然基本是還是靠政府的財政撥款,缺乏多樣化的社會資本投入到小城鎮(zhèn)基礎設施建設中來。 作者通過研讀大量英文文獻,研究了美法等國的城市建設狀況和投融資運行情況,歸納出了以下幾點可以供成都市借鑒的經(jīng)驗：一是小城鎮(zhèn)建設投融資機制要與目前中國的具體國情和經(jīng)濟體制相匹配；二是要將觀念及時更新,摒棄政府在小城鎮(zhèn)建設獨唱主角的觀念,要多吸引社會資金參與進來；三是創(chuàng)新投資模式,改革小城鎮(zhèn)建設投融資方式。 針對成都市的具體情況而言,該市小城鎮(zhèn)建設投融資機制的應該達到這樣的一種情況：即由政府通過財政撥款,作為吸引社會資本進入小城鎮(zhèn)建設的先導,以創(chuàng)新建設小城鎮(zhèn)投融資機制為奮斗目標,采用具有市場經(jīng)濟特征的手段進行運營,建立以社會多元化投資為主體、以金融機構信貸服務為支撐、以其他資金為補充的多元化小城鎮(zhèn)建設投融資機制；全面推進成立小城鎮(zhèn)建設投融資公司,同時設立小城鎮(zhèn)建設投融資專項基金,多管齊下創(chuàng)新投融資方式。
[Abstract]:Since entering the new century, with the continuous development of reform and opening up, the important factors restricting the development of urbanization in China have gradually changed into the extreme lack of funds. Therefore, we should constantly innovate the investment and financing mechanism, adopt the operation and management means with the characteristics of market economy, formulate scientific decision-making processes and administrative frameworks, carry out multi-channel financing, and constantly tap new investment growth points. It has important theoretical value and practical guiding significance for promoting the construction of small towns in Chengdu and developing the new socialist countryside. Firstly, it explains and clarifies the concepts of investment and financing theory, small town construction theory, the interaction between government and market, the investment and financing mechanism of small town construction and so on. Secondly, the paper makes a detailed analysis of the investment and financing situation of the small towns in Chengdu by using various methods, and probes into the innovation of the investment and financing mechanism. Thirdly, it systematically studies the investment and financing mechanism of small town construction in America, France and other countries, analyzes the current operating system of other countries, and summarizes the useful experience of small town construction in China. Finally, the paper puts forward the ultimate ideal mode of investment and financing mechanism innovation of small town construction in Chengdu, analyzes the ideas and concrete measures of innovation, and points out the supporting measures to promote the innovation of investment and financing mechanism in small town construction. It is generally believed that the investment and financing mechanism of small town construction is the summation of management mechanism and management mechanism of small town construction investment and financing activities, mainly including the establishment and behavior of investment and financing main body of small town construction, the source of small town construction funds. Investment project decision procedure, construction implementation management, etc. After studying Keynes' classic works and according to the concrete situation of the construction of small towns in Chengdu, the investment and financing mechanism of small town construction is divided into four aspects: first, the construction subject, the second is the channel of the source of funds, and the third is the decision-making mechanism. After a comprehensive analysis of the situation of investment and financing in the construction of small towns in Chengdu in recent years, the author expounds in detail the role played by the government in the process of investment and financing in the construction of small towns and the roles that should be played. The investment scale of the construction of small towns in Chengdu is growing rapidly, but it still depends on the government's financial allocation, and lacks of diversified social capital to invest in the infrastructure construction of small towns. By studying a large number of English documents, the author studies the situation of urban construction and the operation of investment and financing in countries such as the United States and France. The following experiences can be used for reference in Chengdu: first, the investment and financing mechanism of small town construction should be matched with China's specific national conditions and economic system; Second, it is necessary to update the concept in time, abandon the idea that the government plays the leading role in the construction of small towns, and attract more social funds to participate in it; third, innovate the investment mode and reform the investment and financing methods for the construction of small towns. In view of the specific situation in Chengdu, the investment and financing mechanism for the construction of small towns in Chengdu should meet such a situation: the government should allocate funds through financial resources as a guide to attract social capital into the construction of small towns. With the aim of innovating the investment and financing mechanism of small towns and adopting the means with the characteristics of market economy to operate, the main body is social diversified investment, and the credit service of financial institutions is the support. The construction investment and financing mechanism of diversified small towns supplemented by other funds; We will comprehensively promote the establishment of small town construction investment and financing companies, and at the same time, set up special funds for small town construction and financing, so as to bring forth new ways of investment and financing in a multi-pronged manner.
