【摘要】：中國長期存在的二元式社會(huì)經(jīng)濟(jì)結(jié)構(gòu),城鄉(xiāng)、工農(nóng)業(yè)、區(qū)域和產(chǎn)業(yè)之間的不權(quán)衡發(fā)展,使得實(shí)現(xiàn)包容性發(fā)展在中國顯得尤為迫切且難度空前。包容性創(chuàng)新通過創(chuàng)新的模式和方法將緩解貧困內(nèi)置于經(jīng)濟(jì)價(jià)值的創(chuàng)造過程中,強(qiáng)調(diào)以公平的方式為窮人提供價(jià)值來促進(jìn)包容性增長,拓展了傳統(tǒng)創(chuàng)新研究的關(guān)注和視野。建立一套區(qū)域包容性創(chuàng)新發(fā)展水平的評(píng)價(jià)指標(biāo),將有助于包容性創(chuàng)新水平的空間差異和時(shí)間動(dòng)態(tài)的測量和分析,從而識(shí)別一些關(guān)鍵因素,為我國政府制定、實(shí)施和監(jiān)管政策提供有效的參考依據(jù)。在構(gòu)建區(qū)域包容性創(chuàng)新評(píng)價(jià)指標(biāo)體系過程中,首先基于包容性創(chuàng)新的概念和特征的深入剖析,運(yùn)用邏輯框架法初選指標(biāo)。經(jīng)過相關(guān)性分析、鑒別力分析和回歸分析對初選指標(biāo)進(jìn)行三輪篩選,最終建立包括滿足低收入群體需求、產(chǎn)品或服務(wù)可獲得和可負(fù)擔(dān)、提高福利水平和創(chuàng)新系統(tǒng)包容性4個(gè)維度21個(gè)指標(biāo)。然后,運(yùn)用TOPSIS法、因子分析法和灰度關(guān)聯(lián)系數(shù)法對包容性創(chuàng)新水平進(jìn)行測度,并對三種方法所得的結(jié)果進(jìn)行信度分析,結(jié)果顯示這三種方法具有高度的一致性。而三種方法加權(quán)組合模型的綜合信度最高,因此構(gòu)建的基于信度分析的綜合評(píng)價(jià)法,對30個(gè)省市的包容性創(chuàng)新水平進(jìn)行測度。最后,運(yùn)用聚類分析法,對包容性創(chuàng)新水平進(jìn)行區(qū)域?qū)嵶C分析,結(jié)果表明,區(qū)域包容性創(chuàng)新水平在空間上存在明顯的異質(zhì)性,我們大體可以依據(jù)包容性創(chuàng)新水平的高度將30各省市分為三類,包容性創(chuàng)新水平大致呈由東到西逐漸降低過度的特征。基于分析結(jié)果,并結(jié)合中國目前所面臨的包容性創(chuàng)新提升障礙,嘗試性地提出一些政策建議。
[Abstract]:China's long-standing dual social and economic structure, urban and rural areas, industry and agriculture, regions and industries between the development of non-tradeoff, making it particularly urgent and difficult to achieve inclusive development in China. Inclusive innovation through innovative models and methods will alleviate poverty in the process of economic value creation, emphasizing the fair way to provide value to the poor to promote inclusive growth, expanding the focus and perspective of traditional innovation research. The establishment of a set of evaluation indicators for the development level of inclusive innovation in the region will contribute to the measurement and analysis of spatial differences and temporal dynamics of inclusive innovation levels, thereby identifying some key factors for the development of our government. Implement and supervise the policy to provide the effective reference basis. In the process of constructing regional inclusive innovation evaluation index system, based on the in-depth analysis of the concept and characteristics of inclusive innovation, the logical framework method is used to select indicators. Through correlation analysis, discriminant analysis and regression analysis, three rounds of screening of primary selection indicators are carried out, which ultimately include meeting the needs of low-income groups, the availability and affordability of products or services, Improve welfare level and innovation system inclusiveness 4 dimensions 21 indicators. Then, TOPSIS method, factor analysis method and gray correlation coefficient method are used to measure the inclusive innovation level, and the reliability of the three methods is analyzed. The results show that the three methods have a high degree of consistency. Therefore, the comprehensive evaluation method based on reliability analysis is constructed to measure the inclusive innovation level of 30 provinces and cities. Finally, cluster analysis is used to analyze the level of inclusive innovation. The results show that the level of regional inclusive innovation has obvious heterogeneity in space. We can roughly divide 30 provinces and cities into three categories according to the height of inclusive innovation level, and the level of inclusive innovation is reduced gradually from east to west. Based on the analysis results and combined with China's current barriers to inclusive innovation, some policy recommendations are put forward.
