【摘要】：針對(duì)當(dāng)前我國許多地區(qū)貧困標(biāo)準(zhǔn)偏低且缺乏科學(xué)合理的貧困標(biāo)準(zhǔn)確定方法等問題,以甘肅省為例,從城鄉(xiāng)統(tǒng)籌的視角入手,采用人體每天必需的各種營養(yǎng)物質(zhì)量、每種食物含有的各種營養(yǎng)物質(zhì)量及不同食物的單位市場(chǎng)價(jià)格建立計(jì)量模型,計(jì)算出甘肅城鄉(xiāng)居民維持正常生活需要的食品消費(fèi)費(fèi)用;并依據(jù)甘肅不同收入水平城鄉(xiāng)居民的生活消費(fèi)支出和食品消費(fèi)支出對(duì)經(jīng)典的恩格爾系數(shù)進(jìn)行校正,運(yùn)用校正的恩格爾系數(shù)估算出甘肅城鄉(xiāng)貧困標(biāo)準(zhǔn)和貧困人口。在此基礎(chǔ)上,依據(jù)甘肅城鄉(xiāng)居民的貧困成因分析,因地制宜地提出了提高城鄉(xiāng)居民收入的一些對(duì)策措施,試圖為甘肅及我國其他省份確定貧困標(biāo)準(zhǔn)及減少貧困人口數(shù)量提供一些可供借鑒的思路和途徑。
[Abstract]:In view of the problems of low poverty standards and lack of scientific and reasonable methods for determining poverty standards in many areas of our country at present, taking Gansu Province as an example, starting from the perspective of urban and rural planning, the quality of various nutrients necessary for human body every day is adopted. Each kind of food contains each kind of nutrition quality and the unit market price of different food establishes the metrological model, calculates the food consumption expense which the Gansu urban and rural residents maintain the normal life need; The classical Engel coefficient is corrected according to the living consumption expenditure and food consumption expenditure of urban and rural residents with different income levels in Gansu Province, and the poverty standard and the poor population in urban and rural areas in Gansu Province are estimated by using the corrected Engel coefficient. On this basis, based on the analysis of the causes of poverty among urban and rural residents in Gansu Province, some countermeasures to improve the income of urban and rural residents are put forward according to local conditions. This paper attempts to provide some ideas and approaches for Gansu and other provinces in China to determine poverty standards and reduce the number of poor people.
