【摘要】：當(dāng)今，全球范圍內(nèi)人口、資源、環(huán)境關(guān)系緊張，資源環(huán)境制約日益成為人類經(jīng)濟發(fā)展的瓶頸，保護環(huán)境和生態(tài)、實施綠色發(fā)展戰(zhàn)略已呈蓬勃發(fā)展之勢。在不斷取得綠色發(fā)展共識的同時，各國政府已經(jīng)相繼制定了一系列法律法規(guī)、標準和制度，并從生態(tài)安全和人類生存的高度，將可持續(xù)發(fā)展列進了國家發(fā)展戰(zhàn)略。目前我國人口已經(jīng)突破13億大關(guān)，伴隨而來的是各種社會問題的凸顯，例如，環(huán)境污染嚴重、生態(tài)退化、貧富差距過大等，資源與環(huán)境問題也成為制約我國經(jīng)濟社會發(fā)展的瓶頸。綠色投資作為一種新型的投資模式，奉行環(huán)境保護、資源節(jié)約和公平正義的原則，同時結(jié)合循環(huán)經(jīng)濟的基本原則和建設(shè)和諧社會的目標，，達到經(jīng)濟效益、環(huán)境效益和社會效益的協(xié)調(diào)統(tǒng)一，最終實現(xiàn)社會經(jīng)濟的可持續(xù)發(fā)展。 本文從綠色投資的屬性出發(fā)，闡述了綠色投資的相關(guān)概念、投資主體、投資效益及我國目前的綠色投資現(xiàn)狀。通過對我國歷年的綠色投資水平與經(jīng)濟發(fā)展狀況進行描述，并選取了我國1990—2010年綠色投資水平與經(jīng)濟發(fā)展的相關(guān)數(shù)據(jù)進行單位根檢驗及協(xié)整分析，得出了綠色投資及非綠色投資對經(jīng)濟發(fā)展的具體影響程度，發(fā)現(xiàn)我國綠色投資對經(jīng)濟增長的影響遠遠小于非綠色投資對經(jīng)濟增長的影響，這主要是由于我國的循環(huán)經(jīng)濟及清潔技術(shù)的發(fā)展相對于發(fā)達國家來說還比較落后，我國的綠色投資還有很大的發(fā)展空間。最后在總結(jié)了理論與實證分析的結(jié)果并借鑒了國外發(fā)展綠色投資經(jīng)驗的基礎(chǔ)上為我國綠色投資今后的發(fā)展重點和發(fā)展方向提出了建議，并對如何更好地發(fā)展綠色投資提出了政策建議。
[Abstract]:Nowadays, the relationship among population, resources and environment in the whole world is tense. The restriction of resources and environment has become the bottleneck of human economic development day by day. The protection of environment and ecology, and the implementation of green development strategy have developed vigorously. At the same time, governments have formulated a series of laws and regulations, standards and systems, and from the ecological security and human survival, sustainable development has been included in the national development strategy. At present, the population of our country has broken through the 1.3 billion threshold, which is accompanied by the prominence of various social problems, such as serious environmental pollution, ecological degradation, excessive gap between the rich and the poor, and so on. The problem of resources and environment has also become the bottleneck of our country's economic and social development. Green investment, as a new investment mode, pursues the principles of environmental protection, resource conservation, equity and justice, and combines the basic principles of circular economy and the goal of building a harmonious society to achieve economic benefits. Finally, the sustainable development of social economy can be realized by the coordination of environmental benefit and social benefit. Based on the attribute of green investment, this paper expounds the concept of green investment, the main body of investment, the benefit of investment and the present situation of green investment in China. This paper describes the green investment level and economic development of China in the past years, and selects the relevant data of China's green investment level and economic development from 1990 to 2010 to carry out unit root test and cointegration analysis. The specific impact of green investment and non-green investment on economic development is obtained. It is found that the impact of green investment on economic growth is much smaller than that of non-green investment on economic growth. This is mainly due to the fact that the development of circular economy and clean technology in China is still relatively backward compared with the developed countries, and there is still great room for development of green investment in China. Finally, on the basis of summing up the results of theoretical and empirical analysis and drawing lessons from the experience of foreign countries to develop green investment, some suggestions are put forward for the future development of green investment in China. And put forward policy suggestions on how to develop green investment better.
