【摘要】：隨著環(huán)境的不斷惡化，經(jīng)濟(jì)增長與資源環(huán)境的沖突不斷加劇，以工業(yè)園區(qū)為突破口，追求經(jīng)濟(jì)、社會、環(huán)境相協(xié)調(diào)的生態(tài)化發(fā)展是實現(xiàn)新型工業(yè)化和現(xiàn)代化轉(zhuǎn)型的必然選擇。因此，在工業(yè)園區(qū)的發(fā)展目標(biāo)發(fā)生生態(tài)化的轉(zhuǎn)變的同時，也迫切的需要探索和創(chuàng)新工業(yè)園區(qū)的生態(tài)化評價體系和方法，為衡量、預(yù)測、激勵工業(yè)園區(qū)的生態(tài)化發(fā)展提供依據(jù)。 本文查閱大量的文獻(xiàn)資料，梳理并總結(jié)了中國古代生態(tài)哲學(xué)觀、馬克思主業(yè)生態(tài)思想及西方生態(tài)理論的研究成果作為生態(tài)化理念的理論基礎(chǔ)，概括性的闡述了生態(tài)化的定義、內(nèi)涵、核心內(nèi)容及基本要素。構(gòu)建了目標(biāo)層、主準(zhǔn)則層、子準(zhǔn)則層、變量層四級結(jié)構(gòu)的生態(tài)化評價指標(biāo)體系。其中，工業(yè)園區(qū)的生態(tài)化為目標(biāo)層，經(jīng)濟(jì)生態(tài)化、環(huán)境生態(tài)化和社會生態(tài)化為主準(zhǔn)則層，工業(yè)發(fā)展水平，循環(huán)經(jīng)濟(jì)水平，園區(qū)綠化水平、污染治理水平、管理生態(tài)化和意識生態(tài)化作為子準(zhǔn)則層，針對工業(yè)園區(qū)的特點，參閱大量文獻(xiàn)和相關(guān)的國際、省級標(biāo)準(zhǔn)，篩選出23項具體的指標(biāo)作為變量層，按照自上而下的順序，構(gòu)建了邏輯連貫，目標(biāo)明確的工業(yè)園區(qū)生態(tài)化評價指標(biāo)體系。 在此基礎(chǔ)上，應(yīng)用層次分析法確定了工業(yè)園區(qū)生態(tài)化評價指標(biāo)體系中各項指標(biāo)的權(quán)重，并應(yīng)用于江西省工業(yè)園區(qū)的生態(tài)化評價中，以江西省10個工業(yè)園區(qū)為例，計算得到工業(yè)園區(qū)的生態(tài)化綜合指數(shù)，經(jīng)濟(jì)生態(tài)化指數(shù)、環(huán)境生態(tài)化主指數(shù)、社會生態(tài)化指數(shù)3個生態(tài)化主指數(shù)，工業(yè)發(fā)展水平指數(shù)、循環(huán)經(jīng)濟(jì)水平指數(shù)、園區(qū)綠化水平指數(shù)、污染控制水平指數(shù)、管理生態(tài)化指數(shù)、意識生態(tài)化指數(shù)6個生態(tài)化子指數(shù)。并以此為依據(jù)，為江西省工業(yè)園區(qū)的發(fā)展提出相應(yīng)的對策建議。
[Abstract]:With the deterioration of the environment, the conflicts between economic growth and resources and environment are becoming more and more serious. It is the inevitable choice to realize the new industrialization and the modernization transformation by taking the industrial park as the breakthrough point and pursuing the harmonious ecological development of economy, society and environment. Therefore, while the development goal of the industrial park has changed ecologically, it is also urgent to explore and innovate the ecological evaluation system and method of the industrial park, to provide the basis for measuring, predicting and encouraging the ecological development of the industrial park. This paper reviews a large number of documents, combs and summarizes the ancient Chinese ecological philosophy, Marx's ecological thought of main business and the western ecological theory as the theoretical basis of ecological concept, and expounds the definition of ecologicalization in a general way. Connotation, core content and basic elements. The ecological evaluation index system of target layer, main criterion layer, sub-criterion layer and variable level is constructed. Among them, the ecologicalization of industrial parks is the target layer, the ecologicalization of the economy, the ecological environment and society are the main criteria, the level of industrial development, the level of circular economy, the level of park greening, the level of pollution control, According to the characteristics of industrial parks, according to the characteristics of industrial parks, referring to a large number of literature and relevant international and provincial standards, 23 specific indicators were selected as variable layers, in the order of top-down. The ecological evaluation index system of industrial park is constructed with logical continuity and clear goal. On this basis, the weight of each index in the ecological evaluation index system of industrial parks is determined by AHP, and applied to the ecological evaluation of industrial parks in Jiangxi Province, taking 10 industrial parks in Jiangxi Province as an example. The ecological comprehensive index, the economic ecological index, the main environmental ecological index, the social ecological index, the industrial development level index, the circular economy level index and the green level index of the industrial park are calculated. Pollution control level index, management ecological index, consciousness ecological index 6 ecological sub-index. On the basis of this, the corresponding countermeasures and suggestions are put forward for the development of Jiangxi Industrial Park.
