【摘要】：科技創(chuàng)新需要平臺(tái)的支撐,創(chuàng)新平臺(tái)是集聚創(chuàng)新資源、匯聚創(chuàng)新資本、凝聚創(chuàng)新人才的有效載體。隨著創(chuàng)新協(xié)作化、研發(fā)全球化等科技發(fā)展趨勢日益明顯,傳統(tǒng)的封閉式創(chuàng)新模式已難以滿足產(chǎn)業(yè)創(chuàng)新的需求。當(dāng)前,選擇“開放式創(chuàng)新平臺(tái)”已成為越來越多國際知名企業(yè)突破創(chuàng)新難題的重要手段。對杭州而言,杭州科技創(chuàng)新資源相對不足,企業(yè)、科研院所、高校等創(chuàng)新主體僅僅依靠自身的資源能力很難適應(yīng)我市產(chǎn)業(yè)轉(zhuǎn)型升級的迫切需要。通過構(gòu)建開放式創(chuàng)新平臺(tái),不僅可以為創(chuàng)新的主體——企業(yè)破解創(chuàng)新難題,提供解決方案,更重要的是,可以集全球的智慧為杭州的產(chǎn)業(yè)創(chuàng)新發(fā)展服務(wù),對提升杭州產(chǎn)業(yè)創(chuàng)新能力、發(fā)展創(chuàng)新型經(jīng)濟(jì)具有重要的意義。 本文在對國內(nèi)外開放式創(chuàng)新平臺(tái)相關(guān)研究進(jìn)行分析的基礎(chǔ)上,較為系統(tǒng)地梳理了國內(nèi)外開放式創(chuàng)新平臺(tái)建設(shè)模式及建設(shè)經(jīng)驗(yàn),從杭州實(shí)際出發(fā),分析研究開放式創(chuàng)新平臺(tái)的理論背景、現(xiàn)狀與存在的主要問題,提出構(gòu)建開放式創(chuàng)新平臺(tái),整合科技創(chuàng)新平臺(tái)資源,放大科技資源的集聚效應(yīng),創(chuàng)新供需對接機(jī)制,完善杭州市科技創(chuàng)新綜合服務(wù)等建設(shè)性的意見建議。
[Abstract]:Scientific and technological innovation needs the support of the platform, which is an effective carrier for gathering innovation resources, aggregating innovation capital and condensing innovative talents. With the cooperation of innovation and the trend of scientific and technological development such as R & D globalization, the traditional closed innovation model is difficult to meet the needs of industrial innovation. At present, the choice of "open innovation platform" has become an important means for more and more international famous enterprises to break through the difficult problem of innovation. For Hangzhou, the scientific and technological innovation resources in Hangzhou are relatively insufficient. It is difficult for the innovation subjects such as enterprises, scientific research institutes, colleges and universities to meet the urgent needs of industrial transformation and upgrading in our city only by their own resource capacity. By constructing an open innovation platform, we can not only solve the innovation problems and provide solutions for the innovators, but also, more importantly, pool the global wisdom to serve Hangzhou's industrial innovation and development. To enhance Hangzhou's industrial innovation capacity, the development of innovative economy has important significance. Based on the analysis of domestic and foreign open innovation platform, this paper systematically combs the construction mode and experience of open innovation platform at home and abroad, starting from the actual situation of Hangzhou. This paper analyzes the theoretical background, current situation and main problems of the open innovation platform, and proposes to construct the open innovation platform, integrate the scientific and technological innovation platform resources, amplify the agglomeration effect of the scientific and technological resources, and innovate the supply and demand docking mechanism. To improve the comprehensive services of science and technology innovation in Hangzhou and other constructive suggestions.
