基本公共服務(wù)、經(jīng)濟(jì)增長與區(qū)域經(jīng)濟(jì)發(fā)展不平衡

【摘要】:本文研究基本公共服務(wù)是否以及如何影響區(qū)域經(jīng)濟(jì)發(fā)展不平衡。為此,構(gòu)建了一個區(qū)域的基本公共服務(wù)影響其經(jīng)濟(jì)增長,進(jìn)而影響到區(qū)域之間經(jīng)濟(jì)發(fā)展不平衡的分析邏輯。研究結(jié)果證實(shí),在區(qū)域基本公共服務(wù)、經(jīng)濟(jì)增長與區(qū)域經(jīng)濟(jì)發(fā)展不平衡之間存在這樣一種邏輯關(guān)系。這為推動區(qū)域基本公共服務(wù)均等化政策,促進(jìn)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展,提供了科學(xué)根據(jù)。本文的主要分析和結(jié)論如下: 首先,本文建立了基本公共服務(wù)評價(jià)體系,對大陸30個省市區(qū)和四大區(qū)域的基本公共服務(wù)水平進(jìn)行測度。結(jié)果顯示,1998-2011年,全國約53.3%省份的基本公共服務(wù)水平處于上升趨勢,但絕對水平不高。就四大區(qū)域基本公共服務(wù)的平均水平來看,東北最高,東部其次,西部再次,中部最低。 其次,1998-2011年我國區(qū)域經(jīng)濟(jì)發(fā)展不平衡程度呈現(xiàn)下降趨勢,其中,30個省市區(qū)間差異程度大于四大區(qū)域間差異程度。根據(jù)空間性質(zhì),本文計(jì)算了基本公共服務(wù)和經(jīng)濟(jì)發(fā)展空間分異指數(shù)。結(jié)果顯示,,基本公共服務(wù)水平空間分異程度呈現(xiàn)上升趨勢,經(jīng)濟(jì)發(fā)展空間分異程度變化較為穩(wěn)定,但是比基本公共服務(wù)空間分異程度要大。其中,醫(yī)療衛(wèi)生、義務(wù)教育、社會保障與經(jīng)濟(jì)發(fā)展空間分異指數(shù)變化趨勢相反,社會安全、就業(yè)服務(wù)、公共文化、基礎(chǔ)設(shè)施、環(huán)境保護(hù)與經(jīng)濟(jì)發(fā)展空間分異指數(shù)變化趨勢相同。 第三,根據(jù)30個省市區(qū)和四大區(qū)域中基本公共服務(wù)水平與人均GDP進(jìn)行格蘭杰因果檢驗(yàn),結(jié)果表明,以30個省市區(qū)和四大區(qū)域?yàn)檠芯繂卧,醫(yī)療衛(wèi)生、社會安全、義務(wù)教育、基礎(chǔ)設(shè)施、環(huán)境保護(hù)、社會保障的區(qū)域差異通過影響經(jīng)濟(jì)增長,進(jìn)而影響了區(qū)域經(jīng)濟(jì)發(fā)展不平衡。
[Abstract]:This paper studies whether and how basic public services affect the imbalance of regional economic development. Therefore, the basic public service of a region affects its economic growth, and then affects the analysis logic of the imbalance of regional economic development. The results show that there is such a logical relationship between regional basic public services, economic growth and regional economic development imbalance. This provides a scientific basis for promoting the equalization of regional basic public services and promoting the coordinated development of regional economy. The main analysis and conclusions of this paper are as follows: first, this paper establishes the basic public service evaluation system, and measures the basic public service level of 30 provinces, municipalities and four regions in the mainland. The results show that from 1998 to 2011, the basic public service level of about 53.3% provinces is on the rise, but the absolute level is not high. In terms of the average level of basic public service in the four regions, the northeast is the highest, the east is the second, the west is again, and the middle is the lowest. Secondly, the unbalanced degree of regional economic development in China from 1998 to 2011 shows a downward trend, among which, 30 provinces and municipalities have a greater degree of disparity than the four major regional differences. According to the spatial property, this paper calculates the spatial differentiation index of basic public service and economic development. The results show that the spatial differentiation degree of basic public service level is on the rise, the spatial differentiation degree of economic development is stable, but it is larger than that of basic public service space. Among them, the change trend of spatial differentiation index of medical and health, compulsory education, social security and economic development is opposite, and the change trend of social security, employment service, public culture, infrastructure, environmental protection and economic development is the same. Thirdly, according to the Granger causality test between the basic public service level and GDP per capita in 30 provinces, municipalities and four regions, the results show that 30 provinces, municipalities and four regions are taken as research units, medical and health, social security, compulsory education. Regional differences in infrastructure, environmental protection and social security affect regional economic growth, and further affect regional economic development imbalances.
