【摘要】：全球第四次產(chǎn)業(yè)轉(zhuǎn)移浪潮在如火如茶的進行著,2008年以來,由于各種因素的推動,這種浪潮呈明顯擴大和加速的態(tài)勢。此輪新的產(chǎn)業(yè)轉(zhuǎn)移給東中西部地區(qū)的產(chǎn)業(yè)升級結(jié)構(gòu)優(yōu)化帶來契機,持續(xù)時間只有幾年,這便要求中西部地區(qū),瞄準此次難得的地方經(jīng)濟發(fā)展時機,制定務(wù)實、超前的政策,來承接吸引產(chǎn)業(yè)轉(zhuǎn)移,達到經(jīng)濟總量提升,產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化等目的。 中西部地區(qū)在承接產(chǎn)業(yè)轉(zhuǎn)移中,許多地區(qū)由于自然稟賦不足、承接條件不成熟、未能頒布有效的區(qū)域政策或者區(qū)域政策未能有效實施等原因,在承接產(chǎn)業(yè)轉(zhuǎn)移的過程中遇到了各種問題,不能有效地吸引與承接產(chǎn)業(yè)轉(zhuǎn)移,于是對于承接產(chǎn)業(yè)轉(zhuǎn)移的區(qū)域政策的研究就具有一定的現(xiàn)實意義,如何認識產(chǎn)業(yè)轉(zhuǎn)移的內(nèi)在規(guī)律,如何理清產(chǎn)業(yè)轉(zhuǎn)移以及承接產(chǎn)業(yè)轉(zhuǎn)移中存在的問題；國家以及地區(qū)政府在產(chǎn)業(yè)轉(zhuǎn)移中如何扮演好自己的角色,采取何種有效的區(qū)域政策以對產(chǎn)業(yè)轉(zhuǎn)移過程形成積極影響,引導產(chǎn)業(yè)結(jié)構(gòu)合理轉(zhuǎn)化,促進本區(qū)域經(jīng)濟發(fā)展,成為目前學科領(lǐng)域中的重要議題。 本文通過介紹了產(chǎn)業(yè)轉(zhuǎn)移與區(qū)域政策的相關(guān)概念,對相關(guān)理論進行了系統(tǒng)總結(jié),首先按照產(chǎn)業(yè)轉(zhuǎn)移的概念、動因機制、轉(zhuǎn)移模式,產(chǎn)業(yè)轉(zhuǎn)移相關(guān)的區(qū)域政策的概念、和具體內(nèi)容分類論述。從安徽皖江地區(qū)出發(fā),通過對皖江地區(qū)九市的基本情況、皖江地區(qū)承接轉(zhuǎn)移條件的利弊、承接情況中的正面效果與負面不足和安徽以及皖江出臺的產(chǎn)業(yè)發(fā)展、優(yōu)惠招商、空間引導、門檻約束的區(qū)域政策分析,總結(jié)出安徽在承接產(chǎn)業(yè)轉(zhuǎn)移過程中區(qū)域政策存在的問題,最后,結(jié)合理論和實證對這些問題提出了皖江地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移區(qū)域政策的改善建議。
[Abstract]:The fourth wave of industrial transfer is going on in the world. Since 2008, due to various factors, the tide is obviously expanding and accelerating. This round of new industrial transfer has brought an opportunity to optimize the industrial upgrading structure in the eastern, central and western regions. The duration is only a few years. This requires the central and western regions to aim at this rare opportunity for local economic development and formulate pragmatic and advanced policies. To undertake to attract industrial transfer, to achieve the overall economic volume, industrial structure optimization and other purposes. In the process of undertaking industrial transfer in the central and western regions, many regions have failed to promulgate effective regional policies or regional policies have not been effectively implemented due to inadequate natural endowments, immature conditions for undertaking, and so on. In the process of undertaking industrial transfer, various problems have been encountered, which can not attract and undertake industrial transfer effectively. Therefore, the study of regional policy to undertake industrial transfer has certain practical significance, how to understand the inherent law of industrial transfer, How to clear up the problems existing in industrial transfer and to undertake industrial transfer, how to play a good role in industrial transfer, what kind of effective regional policy should be adopted to have a positive impact on the process of industrial transfer, and how to play a good role in the process of industrial transfer. Guiding the rational transformation of the industrial structure and promoting the regional economic development has become an important subject in the subject field. This paper introduces the related concepts of industrial transfer and regional policy, and summarizes the relevant theories. Firstly, according to the concept of industrial transfer, motivation mechanism, transfer model, the concept of regional policy related to industrial transfer. And the classification of specific content. Starting from the Anhui River area, through the basic situation of the nine cities in the Anhui River region, the advantages and disadvantages of the conditions of undertaking transfer in the Anhui River area, the positive and negative effects of the undertaking situation and the industrial development of Anhui and the Anhui River, the preferential investment invitation is obtained. Spatial guidance, threshold constraints of the regional policy analysis, summed up Anhui in the process of undertaking industrial transfer in the process of regional policy problems, finally, Combined with theory and practice, this paper puts forward some suggestions to improve the regional policy of undertaking industrial transfer in Wanjiang area.
