【摘要】：隨著人們生活質(zhì)量的提高，對于奶制品的需求也日益加大，伴隨著這種需求奶業(yè)得到了迅猛發(fā)展。傳統(tǒng)奶業(yè)的發(fā)展模式以大量生產(chǎn)、大量消耗、大量廢棄為主，這種發(fā)展模式不僅造成了資源浪費，還對生態(tài)環(huán)境帶來嚴重破壞，對奶業(yè)的可持續(xù)發(fā)展造成了嚴重的阻礙作用。近幾年為了響應國家提出的綠色乳業(yè)的理念，，呼和浩特地區(qū)開展了一系列針對奶業(yè)循環(huán)經(jīng)濟的實踐，取得不錯的效果，為奶業(yè)的可持續(xù)發(fā)展做出了一定的貢獻。但是在發(fā)展奶業(yè)循環(huán)經(jīng)濟的過程出現(xiàn)了許多的問題，本文就當前呼和浩特地區(qū)發(fā)展奶業(yè)循環(huán)經(jīng)濟中出現(xiàn)的問題進行分析，并給出解決這些問題的建議，為呼和浩特地區(qū)奶業(yè)的可持續(xù)發(fā)展做出一點貢獻。 全文共分為5個部分，第一部分主要介紹論文的研究背景及意義、國內(nèi)外學者研究現(xiàn)狀；第二部分回顧、總結(jié)了奶業(yè)循環(huán)經(jīng)濟的理論基礎(chǔ)，主要包括循環(huán)經(jīng)濟理論、利益共生理論、公共產(chǎn)品理論和比較利益理論等，同時指出了呼和浩特地區(qū)當前發(fā)展奶業(yè)循環(huán)經(jīng)濟的幾種模式，主要有：廢棄物價值化模式，種養(yǎng)結(jié)合產(chǎn)業(yè)鏈循環(huán)奶業(yè)模式，奶業(yè)生態(tài)牧場循環(huán)模式；第三部分指出呼和浩特發(fā)展奶業(yè)循環(huán)經(jīng)濟存在以下問題：秸稈利用率低；單一的飼草種植結(jié)構(gòu)，造成土地資源浪費；糞便利用率低；未能對奶業(yè)資源充分利用導致奶業(yè)生態(tài)鏈延伸程度低；環(huán)保飼料研究力度小，同時生態(tài)凈化技術(shù)滯后；奶戶循環(huán)經(jīng)濟意識不高；奶業(yè)循環(huán)經(jīng)濟投入缺口大；奶業(yè)生態(tài)牧場循環(huán)模式未被充分利用。同時系統(tǒng)分析了出現(xiàn)這些問題的原因，從比較利益、公共產(chǎn)品和利益共生的角度來研究了出現(xiàn)這些問題的深層次原因。第四部分結(jié)合呼和浩特的實際情況，針對第三部分的問題和原因分析，提出了提高呼和浩特奶業(yè)循環(huán)經(jīng)濟發(fā)展水平的對策：充分發(fā)揮政府職能，加大環(huán)境保護力度；加大奶業(yè)企業(yè)循環(huán)經(jīng)濟的技術(shù)投入；加強循環(huán)經(jīng)濟園區(qū)建設(shè)，同時開展休閑奶業(yè)；使用環(huán)保飼料，減少奶業(yè)污染；政策推動加快奶業(yè)循環(huán)經(jīng)濟發(fā)展；發(fā)揮市場作用和國家補貼。第五部分做出了結(jié)論。
[Abstract]:With the improvement of people's quality of life, the demand for dairy products is increasing day by day. The development mode of traditional dairy industry is based on mass production, consumption and abandonment. This mode not only causes waste of resources, but also causes serious damage to ecological environment and hinders the sustainable development of dairy industry. In recent years, in response to the concept of green dairy industry put forward by the country, Hohhot region has carried out a series of practice aimed at dairy circular economy, which has achieved good results and made a certain contribution to the sustainable development of dairy industry. However, there are many problems in the process of developing dairy circular economy. This paper analyzes the problems in the development of dairy circular economy in Hohhot region, and gives some suggestions to solve these problems. To make a little contribution to the sustainable development of dairy industry in Hohhot area. The paper is divided into five parts. The first part introduces the research background and significance of the paper, the current situation of domestic and foreign scholars; the second part reviews the theoretical basis of dairy circular economy, mainly including the theory of circular economy. The theory of interest symbiosis, the theory of public goods and the theory of comparative interest, etc., and at the same time, it points out several models of developing dairy circular economy in Hohhot, such as: waste value model, breeding combined with industry chain circulation dairy industry model. The third part points out the following problems in the development of dairy circular economy in Hohhot: low utilization rate of straw, single forage planting structure, waste of land resources, low utilization rate of feces; The failure to make full use of dairy resources leads to the low degree of ecological chain extension in dairy industry; the low level of research on environmental protection fodder and the lag of ecological purification technology; the low awareness of circular economy of dairy households; the large gap of investment in circular economy of dairy industry; The recycling mode of dairy ecological pasture is not fully utilized. At the same time, the causes of these problems are systematically analyzed, and the deep-seated causes of these problems are studied from the perspective of comparative interest, public goods and interest symbiosis. The fourth part combined with the actual situation of Hohhot, in view of the third part of the problem and cause analysis, put forward the measures to improve the level of circular economy of Huhhot dairy industry: give full play to government functions, increase environmental protection; We should increase the technical input of circular economy of dairy enterprises; strengthen the construction of circular economy park and develop leisure dairy industry at the same time; use environmental protection feed to reduce the pollution of dairy industry; promote the development of circular economy of dairy industry by policies; give play to market function and state subsidy. The fifth part draws a conclusion.
