沈撫新城產(chǎn)業(yè)發(fā)展對(duì)策研究

【摘要】：沈陽(yáng)市和撫順市是遼寧省中部城市群的兩個(gè)特大型城市,同為重要的老工業(yè)基地,山水相連,產(chǎn)業(yè)關(guān)聯(lián)度高,經(jīng)濟(jì)互補(bǔ)性強(qiáng),聯(lián)系十分密切。近年來,兩個(gè)城市在經(jīng)濟(jì)社會(huì)發(fā)展布局上著力向?qū)Ψ娇繑n,同城化發(fā)展已成為必然趨勢(shì)和客觀需求,推進(jìn)沈撫同城化發(fā)展客觀條件現(xiàn)已具備,時(shí)機(jī)已經(jīng)成熟,符合城市化規(guī)律和要求。 本文突破現(xiàn)有的研究思路與方法,依托現(xiàn)狀新城及產(chǎn)業(yè)發(fā)展的基礎(chǔ),在構(gòu)建城市新產(chǎn)業(yè)區(qū)研究理論框架的基礎(chǔ)上,選取產(chǎn)業(yè)區(qū)發(fā)展要素較為典型的沈撫新城為例,從宏觀和微觀兩個(gè)角度實(shí)證研究城市化進(jìn)程中新城產(chǎn)業(yè)區(qū)形成過程和影響因素,并采用調(diào)查問卷研究的方法對(duì)沈撫新城產(chǎn)業(yè)區(qū)產(chǎn)業(yè)發(fā)展路徑進(jìn)行分析,具有十分重要的學(xué)術(shù)研究意義。 本文首先對(duì)選題的理論基礎(chǔ)進(jìn)行系統(tǒng)的分析和梳理,分別從中外城市發(fā)展過程中的產(chǎn)業(yè)集群、產(chǎn)業(yè)演進(jìn)、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化、城市與新產(chǎn)業(yè)區(qū)、城市化與產(chǎn)業(yè)演進(jìn)關(guān)系等進(jìn)行比較和評(píng)析,總結(jié)和歸納了城市新產(chǎn)業(yè)區(qū)演進(jìn)的機(jī)制、模式和主要特征,并以此構(gòu)建對(duì)應(yīng)性的研究框架體系。在此基礎(chǔ)上,重點(diǎn)以沈撫新城為例,總結(jié)沈撫新城的城市功能定位與產(chǎn)業(yè)發(fā)展定位,通過對(duì)《沈撫新城總體發(fā)展規(guī)劃》進(jìn)行深入的解讀,分析其中對(duì)沈撫新城的產(chǎn)業(yè)定位,并對(duì)沈撫新城產(chǎn)業(yè)發(fā)展現(xiàn)狀、沈陽(yáng)市、撫順市的產(chǎn)業(yè)發(fā)展現(xiàn)狀、沈陽(yáng)與撫順的產(chǎn)業(yè)合作互補(bǔ)等方面進(jìn)行分析研究,分析沈撫新城產(chǎn)業(yè)發(fā)展的問題,并由此得到本文的結(jié)論部分,即沈撫新城產(chǎn)業(yè)發(fā)展的策略。 全文由七大部分組成：第一部分為緒論部分,包括研究背景和意義、研究對(duì)象和內(nèi)容、研究方法。第二部分對(duì)新城建設(shè)理論,尤其是當(dāng)代西方新城建設(shè)理論和中國(guó)小城鎮(zhèn)建設(shè)發(fā)展進(jìn)行總結(jié)分析,以及區(qū)域與新城發(fā)展理論、產(chǎn)業(yè)發(fā)展理論進(jìn)行了回顧。第三部分為國(guó)內(nèi)外新城產(chǎn)業(yè)發(fā)展的案例研究,剖析和總結(jié)美國(guó)、日本和意大利三個(gè)國(guó)家的典型城市新產(chǎn)業(yè)區(qū)及國(guó)內(nèi)特色新產(chǎn)業(yè)區(qū)發(fā)展歷程、產(chǎn)業(yè)演進(jìn)過程與特征,據(jù)此得到若干啟示。總結(jié)沈撫新城現(xiàn)有產(chǎn)業(yè)園區(qū)發(fā)展存在的問題,通過對(duì)國(guó)內(nèi)外典型生態(tài)工業(yè)園區(qū)的案例分析,找出適合沈撫新城生態(tài)產(chǎn)業(yè)園區(qū)發(fā)展的手段和路徑。第四部分通過資料查詢、專家咨詢以及實(shí)地調(diào)研等研究方法,對(duì)沈撫新城產(chǎn)業(yè)的發(fā)展現(xiàn)狀及存在的區(qū)域經(jīng)濟(jì)發(fā)展不協(xié)調(diào)、產(chǎn)業(yè)結(jié)構(gòu)內(nèi)部不平衡、資源配置及其建設(shè)開發(fā)效率低等問題進(jìn)行分析總結(jié)。第五部分分析沈陽(yáng)、撫順產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀,提出沈撫新城產(chǎn)業(yè)集群的發(fā)展方向以及沈撫產(chǎn)業(yè)合作發(fā)展、合作互補(bǔ)的可能性。第六部分提出沈撫新城產(chǎn)業(yè)發(fā)展過程中產(chǎn)業(yè)交替升級(jí)戰(zhàn)略產(chǎn)業(yè)集群發(fā)展戰(zhàn)略、產(chǎn)業(yè)空間布局和資源優(yōu)化與生態(tài)融合等相關(guān)對(duì)策,提出戰(zhàn)略要求。第七部分總結(jié)全文各部分內(nèi)容,對(duì)核心章節(jié)的重點(diǎn)問題進(jìn)行小結(jié),提出創(chuàng)新,展望未來。
[Abstract]:Shenyang and Fushun are two super large cities in the urban agglomeration of central Liaoning Province. They are both important old industrial bases, which are connected by mountains and rivers, with high degree of industrial association, strong economic complementarity and close ties. In recent years, the two cities have made great efforts to draw close to each other in the distribution of economic and social development, and the development of co-urbanization has become an inevitable trend and objective demand. The objective conditions for promoting the development of Shen Fu and the city are now in place and the time is ripe. In line with the laws and requirements of urbanization. This paper breaks through the existing research ideas and methods, relying on the current situation of the new city and the basis of industrial development, on the basis of constructing the theoretical framework of urban new industrial district research, selects Shenfu Xincheng, which is a typical development element of the industrial district, as an example. This paper empirically studies the forming process and influencing factors of Xincheng industrial district in the process of urbanization from macro and micro perspectives, and analyzes the industrial development path of Shenfu Xincheng industrial district by questionnaire. Has very important academic research significance. In this paper, the theoretical basis of the topic is systematically analyzed and combed, respectively, from the industrial clusters, industrial evolution, industrial structure optimization, cities and new industrial zones in the process of urban development at home and abroad. By comparing and analyzing the relationship between urbanization and industrial evolution, this paper summarizes and sums up the mechanism, mode and main characteristics of the evolution of urban new industrial zones, and constructs a corresponding research framework system. On this basis, taking Shen Fu New Town as an example, this paper summarizes the city function orientation and industry development orientation of Shen Fu New Town, and analyzes the industrial position of Shen Fu New Town through the deep interpretation of Shen Fu New Town General Development Plan. The paper also analyzes and studies the current situation of the industrial development of Shenyang and Fushun, the industrial development of Shenyang and Fushun, and the complementary industrial cooperation between Shenyang and Fushun, and analyzes the problems in the industrial development of Shenyang and Fushun, and gets the conclusion of this paper. Namely Shen Fu new town industry development strategy. The paper is composed of seven parts: the first part is the introduction, including the research background and significance, research object and content, research methods. The second part summarizes and analyzes the theory of new town construction, especially the theory of modern western new town construction and the construction and development of small towns in China, as well as the theory of regional and new city development, and the theory of industrial development. The third part is the domestic and foreign new city industrial development case study, analyzes and summarizes the typical city new industrial district and the domestic characteristic new industrial district development course, the industry evolution process and the characteristic of the United States, Japan and Italy three countries. Based on this, some revelations are obtained. This paper summarizes the problems existing in the development of the existing industrial parks in Shenfu New Town, and through the case analysis of typical eco-industrial parks at home and abroad, finds out the means and paths suitable for the development of the eco-industrial parks in Shenfu New Town. The fourth part through the information inquiry, the expert consultation as well as the field investigation and so on research method, to Shen Fu Xincheng industry development present situation and the existence regional economic development does not coordinate, the industrial structure internal imbalance, Resource allocation and low efficiency of construction and development are analyzed and summarized. The fifth part analyzes the development status of Shenyang and Fushun industrial clusters, and puts forward the development direction of Shen-Fu Xincheng industrial cluster and the possibility of Shen-Fu industrial cooperation development and complementary cooperation. In the sixth part, the author puts forward some relevant countermeasures, such as the development strategy of alternate industrial upgrading, industrial cluster development strategy, industrial spatial layout, resource optimization and ecological integration in the process of industrial development of Shen-Fu New Town, and puts forward the strategic requirements. The seventh part summarizes all parts of the full text, summarizes the key issues of the core chapters, puts forward innovations and looks forward to the future.
