我國就業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)的關(guān)系研究

【摘要】:就業(yè)是民生之本,關(guān)系著一個國家或地區(qū)的穩(wěn)定與發(fā)展。實現(xiàn)人口的充分合理的就業(yè),是一個國家或地區(qū)經(jīng)濟社會發(fā)展的重要目標和職責(zé)。就業(yè)人口構(gòu)成合理與否關(guān)系到經(jīng)濟能否健康持續(xù)地發(fā)展。自改革開放以來,我國經(jīng)濟持續(xù)高速發(fā)展,取得了巨大的成果,而且國民經(jīng)濟的三次產(chǎn)業(yè)結(jié)構(gòu)逐步優(yōu)化,勞動力也逐漸由第一產(chǎn)業(yè)向第二產(chǎn)業(yè)和第三產(chǎn)業(yè)轉(zhuǎn)移,數(shù)量可觀的農(nóng)村剩余勞動力和新增勞動了得到了就業(yè)安置。但是,我國目前的就業(yè)結(jié)構(gòu)還不合理,并且與發(fā)達國家之間存在很大的差距,另外,就業(yè)結(jié)構(gòu)的轉(zhuǎn)變滯后于產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,導(dǎo)致了“結(jié)構(gòu)性失業(yè)”,不利于經(jīng)濟健康、持續(xù)的發(fā)展。本文分析了全國1978-2010年就業(yè)結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)的變動情況,試圖從人口經(jīng)濟學(xué)角度,從理論上和實證上具體分析了就業(yè)結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)之間的關(guān)系,并針對目前我國就業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)存在的弊端,為優(yōu)化就業(yè)結(jié)構(gòu)、促進就業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)協(xié)調(diào)發(fā)展提出相關(guān)政策建議。
[Abstract]:Employment is the foundation of people's livelihood and relates to the stability and development of a country or region. It is an important goal and duty for a country or region to achieve full and reasonable employment. Whether the composition of employed population is reasonable or not is related to the healthy and sustainable development of economy. Since the reform and opening up, China's economy has continued to develop at a high speed, with great achievements. Moreover, the third industrial structure of the national economy has been gradually optimized, and the labor force has been gradually transferred from the primary industry to the secondary industry and the tertiary industry. A considerable number of rural surplus labor and new labor has been placed in employment. However, the current employment structure in China is not reasonable, and there is a big gap between China and the developed countries. In addition, the transformation of the employment structure lags behind the adjustment of industrial structure, which leads to "structural unemployment", which is not conducive to the health of the economy. Sustained development This paper analyzes the changes of employment structure and industrial structure in China from 1978 to 2010, and attempts to analyze the relationship between employment structure and industrial structure from the point of view of population economics, theoretically and empirically. In order to optimize the employment structure and promote the harmonious development of the employment structure and the industrial structure, some policy suggestions are put forward in view of the drawbacks of the employment structure and industrial structure in our country at present.
