【摘要】：近年來(lái)，隨著經(jīng)濟(jì)矛盾的日益突出，民生問(wèn)題越來(lái)越受關(guān)注，我國(guó)在經(jīng)歷了經(jīng)濟(jì)的快速發(fā)展之后，也越來(lái)越意識(shí)到發(fā)展民生經(jīng)濟(jì)的重要性。雖然學(xué)術(shù)界并未就民生經(jīng)濟(jì)的概念達(dá)成一致，但發(fā)展民生經(jīng)濟(jì)已成為社會(huì)共識(shí)，我國(guó)也基本具備了發(fā)展民生經(jīng)濟(jì)的物質(zhì)基礎(chǔ)。民生經(jīng)濟(jì)既是為適應(yīng)我國(guó)新時(shí)期的新任務(wù)而提出的新策略，也是政府訴求解決各種矛盾與問(wèn)題的手段。 本文在介紹民生經(jīng)濟(jì)的內(nèi)涵、發(fā)展意義、理論基礎(chǔ)、現(xiàn)狀的基礎(chǔ)上，利用社會(huì)問(wèn)卷調(diào)查法、基于AHP的模糊綜合評(píng)價(jià)法就吉林省目前的社會(huì)條件是否有利于發(fā)展民生經(jīng)濟(jì)這一問(wèn)題展開了分析，結(jié)果顯示，吉林省的民生經(jīng)濟(jì)發(fā)展條件僅處在中等水平。民生經(jīng)濟(jì)是發(fā)展經(jīng)濟(jì)和改善民生的互動(dòng)耦合機(jī)制，那么吉林省的民生經(jīng)濟(jì)發(fā)展?fàn)顩r能否發(fā)揮效果，切實(shí)起到改善民生，轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的作用？針對(duì)這一問(wèn)題，本文在構(gòu)建指標(biāo)體系的基礎(chǔ)上，運(yùn)用科學(xué)、合理的賦權(quán)方法，，編制了吉林省民生經(jīng)濟(jì)發(fā)展綜合指數(shù)與分類指數(shù)，得出民生經(jīng)濟(jì)發(fā)展水平穩(wěn)步提高、但并不均衡的結(jié)論。最后，本文結(jié)合當(dāng)前吉林省發(fā)展民生經(jīng)濟(jì)存在的問(wèn)題，就如何高效、快速地促進(jìn)吉林省民生經(jīng)濟(jì)發(fā)展條件的改善，提高民生經(jīng)濟(jì)的發(fā)展水平，提供了合理化建議與對(duì)策。 本文的創(chuàng)新點(diǎn)是指標(biāo)體系的構(gòu)建、研究方法的選擇及權(quán)重的確定；重點(diǎn)是調(diào)查問(wèn)卷的設(shè)計(jì)及民生經(jīng)濟(jì)發(fā)展指數(shù)的編制。研究的關(guān)鍵問(wèn)題則是指標(biāo)體系的構(gòu)建和評(píng)價(jià)方法的選擇，以及吉林省發(fā)展民生經(jīng)濟(jì)存在的問(wèn)題和相應(yīng)的政策建議。
[Abstract]:In recent years, with the increasingly prominent economic contradictions, people's livelihood issues have been paid more and more attention. After the rapid economic development, China has become more and more aware of the importance of the development of livelihood economy. Although the academic circles have not reached an agreement on the concept of people's livelihood economy, the development of people's livelihood economy has become a social consensus, and our country basically has the material basis for the development of people's livelihood economy. People's livelihood economy is not only a new strategy to adapt to the new task of our country in the new period, but also a means for the government to resolve all kinds of contradictions and problems. On the basis of introducing the connotation, development significance, theoretical basis and present situation of the economy of people's livelihood, this paper makes use of the method of social questionnaire survey. The fuzzy comprehensive evaluation method based on AHP is used to analyze whether the current social conditions of Jilin Province are conducive to the development of people's livelihood economy. The results show that the development conditions of Jilin Province's livelihood economy are only at the medium level. Livelihood economy is an interactive coupling mechanism to develop economy and improve people's livelihood. Can the development of people's livelihood in Jilin Province play a role in improving people's livelihood, changing the mode of economic development and optimizing industrial structure? Aiming at this problem, this paper, on the basis of constructing index system and using scientific and reasonable empowerment method, compiled the comprehensive index and classification index of Jilin Province's livelihood economy development, and obtained that the development level of people's livelihood economy is improving steadily. But the conclusion is not balanced. Finally, combining with the problems existing in the development of people's livelihood economy in Jilin Province, this paper provides some reasonable suggestions and countermeasures on how to improve the development conditions and raise the development level of the livelihood economy in Jilin Province efficiently and quickly. The innovation of this paper is the construction of index system, the choice of research methods and the determination of weight, and the design of questionnaire and the compilation of economic development index of people's livelihood. The key problems of the research are the construction of index system and the choice of evaluation methods, the problems existing in the development of livelihood economy in Jilin Province and the corresponding policy suggestions.
