【摘要】：進入21世紀后，區(qū)域經濟協(xié)同發(fā)展成為世界經濟發(fā)展的主流趨勢,國際上出現了超越主權國家邊界的區(qū)域經濟協(xié)同發(fā)展的組織。我國在空間臨近、經濟往來密切的地區(qū)，也大力推行跨行政區(qū)邊界的區(qū)域經濟協(xié)同發(fā)展戰(zhàn)略，它們的快速發(fā)展，顯示出區(qū)域經濟協(xié)同發(fā)展的優(yōu)勢。近幾年各大區(qū)域之間以及區(qū)域內的子區(qū)域之間開始探索經濟協(xié)同發(fā)展的途徑，并且取得了一定的成效。 2011年《武陵山片區(qū)區(qū)域發(fā)展和扶貧攻堅規(guī)劃（2011-2020）》出臺，文件明確指出“率先啟動武陵山片區(qū)區(qū)域發(fā)展與扶貧攻堅試點工作，這份攻堅規(guī)劃把集中連片扶貧攻堅和跨省合作協(xié)同發(fā)展有機地結合起來�？梢钥闯�，政府把探索西部地區(qū)科學發(fā)展的思路作為國家發(fā)展戰(zhàn)略，這對促進西部地區(qū)協(xié)同發(fā)展具有重大的戰(zhàn)略意義。 武陵山片區(qū)橫越渝、鄂、湘、黔4省，聚居著30多個民族，是典型的少數民族雜居區(qū)。它正好處于中部崛起和西部大開發(fā)的結合部地帶，是西部大開發(fā)的最前沿，是我國橫跨中部和西南區(qū)域經濟發(fā)展的關鍵區(qū)域。由此可見武陵山片區(qū)在中國區(qū)域經濟發(fā)展中的特殊性及其在整個經濟社會發(fā)展中起到的紐帶和橋梁作用。近幾年來，武陵山片區(qū)各區(qū)經濟建設和社會發(fā)展得到長足發(fā)展，加上國家和區(qū)域在政策上的傾斜，該區(qū)域比較容易形成獨特的優(yōu)勢區(qū)位。然而因為武陵山片區(qū)位置較偏僻、當前投資收益比不經濟，所以經濟發(fā)展規(guī)劃和生產力布局被較少顧及,而且行政區(qū)劃分的因素對該區(qū)域發(fā)展的基礎設施、環(huán)境建設、社會事業(yè)發(fā)展等產生很明顯的剛性約束，使武陵山片區(qū)的經濟發(fā)展與其他區(qū)域經濟體產生較大差距。 本文以區(qū)域經濟協(xié)同發(fā)展理論為基點，首先分析和描述了區(qū)域經濟的理論觀點，然后對武陵山片區(qū)區(qū)域情況進行了詳細的描述和分析，指出了武陵山片區(qū)區(qū)域經濟協(xié)同發(fā)展所面臨的問題、阻礙，分析了武陵山片區(qū)協(xié)同發(fā)展的意義和作用以及其發(fā)展的內部基礎和面臨的機遇與挑戰(zhàn)，，最后為武陵山片區(qū)的協(xié)同發(fā)展戰(zhàn)略給出了相應的建議。
[Abstract]:After entering the 21st century , regional economic co - development has become the mainstream trend of the world economic development , and the international organization of regional economic co - development that goes beyond the boundary of sovereign state has emerged . In the region close to the space and close economic exchanges , the regional economic cooperation development strategy across the border of the administrative region is also promoted , and their rapid development shows the advantages of regional economic cooperation .

In 2011 , the Regional Development and Poverty Alleviation Program ( 2011 - 2020 ) was introduced . The document clearly points out that " the pioneering work of regional development and poverty alleviation in Wuling Mountain Area led to the integration of poverty - oriented and cross - provincial cooperation . " It can be seen that the government will explore the idea of scientific development in the western region as a national development strategy , which is of great strategic significance to the promotion of coordinated development in the western region . In recent years , the regional economic construction and social development of Wuling Mountain have been developed with little consideration , and the factors affecting the development of the region , such as the infrastructure , environmental construction and social undertakings , have made great differences in the economic development and the other regional economies . Based on the theory of regional economic co - development , this paper first analyzes and describes the theory viewpoint of regional economy , then describes and analyzes the regional situation of Wuling Mountain region , points out the problems and obstacles faced by regional economic cooperation in the area of Wuling Mountain , analyzes the significance and function of the cooperative development in the area of Wuling Mountain and the opportunities and challenges that it faces , and finally gives the corresponding suggestions for the coordinated development strategy of Wuling Mountain Area .
