【摘要】：主導產業(yè)發(fā)展及其關聯影響一直是一個國家或區(qū)域關注的重要問題。作為產業(yè)鏈條上的關鍵環(huán)節(jié)，主導產業(yè)在促進經濟增長方面發(fā)揮著非常重要的作用。主導產業(yè)不僅能夠帶動一國或一個地區(qū)國民經濟的高速增長，，而且能通過產業(yè)關聯效應帶動其他相關部門的發(fā)展。因此，如何利用科學的方法，通過對一個區(qū)域---河北省主導產業(yè)發(fā)展及關聯影響進行定量測算研究，不僅能為該省經濟發(fā)展動因提供系統(tǒng)的量化依據，而且具有重要的理論價值與現實意義。 本文在分析比較了國內外有關主導產業(yè)發(fā)展及其關聯影響的理論基礎上，以投入產出技術為基礎，以河北省為例，首先，從理論上闡述了主導產業(yè)的概念內涵、與相關產業(yè)概念的區(qū)別、對其他產業(yè)的帶動影響、產業(yè)結構優(yōu)化升級、投入產出模型以及產業(yè)關聯系數。其次，利用河北省2007、2010年投入產出表，計算出影響力系數、感應度系數以及增加值前十位的部門，以此為定量分析的基礎并結合河北經濟發(fā)展實際，確定了河北省“十一五”發(fā)展的主導產業(yè)。第三，利用投入產出模型，進行了主導產業(yè)在河北省“十一五”期間對經濟的關聯影響研究，包括經濟規(guī)模、產業(yè)結構、增加值結構以及主導產業(yè)與其他產業(yè)的產業(yè)關聯、生產誘發(fā)、依賴度等分析，揭示了河北省經濟結構深層次下各產業(yè)間的技術經濟聯系，并找出主導產業(yè)發(fā)展存在的問題。最后，針對主導產業(yè)在“十一五”期間的發(fā)展狀況和存在的問題，提出了河北省“十二五”期間主導產業(yè)部門及發(fā)展的總體思路，即以科技帶動創(chuàng)新，以信息化帶動工業(yè)化；調整資源配置，促進各主導產業(yè)優(yōu)勢互補；注重人才戰(zhàn)略、充分發(fā)揮人才的作用；處理好主導產業(yè)與其他產業(yè)的關系；協(xié)調市場機制與政府調控作用，促進主導產業(yè)發(fā)展；確定主導產業(yè)發(fā)展的動態(tài)政策，培育新的增長點。繼而提出了主導產業(yè)的發(fā)展建議，即第一產業(yè)抓特色、第二產業(yè)中的主導產業(yè)抓提升、第三產業(yè)中的主導產業(yè)抓拓展的具體思路。
[Abstract]:The development of leading industry and its related influence have always been an important issue concerned by a country or region. As a key link in the industrial chain, the leading industry plays a very important role in promoting economic growth. The leading industry can not only promote the rapid growth of a country or a region's national economy, but also promote the development of other related departments through the industrial correlation effect. Therefore, how to make use of the scientific method, through the quantitative measurement and research on the development and the related influence of a region-Hebei leading industry, can not only provide a systematic quantitative basis for the economic development of the province, but also provide a quantitative basis for the economic development of the province. And has the important theory value and the realistic significance. On the basis of analyzing and comparing the theory of the development of leading industry and its related influence at home and abroad, this paper takes the input-output technology as the foundation, taking Hebei Province as an example, first of all, expounds the concept connotation of the leading industry theoretically. Different from the related industrial concepts, the impact on other industries, the optimization and upgrading of industrial structure, the input-output model and the industrial correlation coefficient. Secondly, by using the input-output table of Hebei Province in 2007 and 2010, the influence coefficient, the sensitivity coefficient and the top ten sectors of added value are calculated, which is taken as the basis of quantitative analysis and combined with the actual economic development of Hebei Province. Identified Hebei Province, "the eleventh five-year plan" development of leading industries. Thirdly, using the input-output model, this paper studies the influence of leading industries on the economy during the 11th Five-Year Plan period in Hebei Province, including economic scale, industrial structure, value-added structure and the industrial relationship between leading industries and other industries. Based on the analysis of production inducement and dependence degree, this paper reveals the technological and economic relationship among the industries in the deep level of economic structure of Hebei Province, and finds out the problems existing in the development of leading industries. Finally, in view of the development situation and existing problems of leading industry during the 11th Five-Year Plan period, the paper puts forward the overall idea of leading industrial department and development during the 12th Five-Year Plan period of Hebei Province, that is, to promote innovation by science and technology, and to drive industrialization by information technology; Adjust the allocation of resources to promote the complementary advantages of leading industries; pay attention to the talent strategy, give full play to the role of talent; deal with the relationship between leading industries and other industries; coordinate the role of market mechanisms and government regulation, promote the development of leading industries; Determine the dynamic policy of leading industry development, cultivate new growth point. Then it puts forward some suggestions for the development of leading industry, that is, the first industry should pay attention to the characteristics, the second industry to the promotion, and the third industry to the development of the leading industry.
