【摘要】：黨的十六大首次提出了中國(guó)要走一條以信息化帶動(dòng)工業(yè)化、以工業(yè)化促進(jìn)信息化的新型工業(yè)化道路，十七屆五中全會(huì)進(jìn)一步提出“兩化”的融合理念，黨的十八大具體的闡述了“兩化”的深度融合內(nèi)容，把信息化、工業(yè)化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化同步發(fā)展歸入到同一體系當(dāng)中。隨著沈陽(yáng)經(jīng)濟(jì)區(qū)成為全國(guó)的綜合配套改革試驗(yàn)區(qū)，走新型工業(yè)化道路被提上了經(jīng)濟(jì)區(qū)發(fā)展的戰(zhàn)略日程，而良好的地方政府間關(guān)系是經(jīng)濟(jì)區(qū)能否健康發(fā)展的有力保證，因此，研究沈陽(yáng)經(jīng)濟(jì)區(qū)區(qū)域政府間的合作治理模式是十分必要的。 本文選取沈陽(yáng)經(jīng)濟(jì)區(qū)作為典型案例佐證了區(qū)域整體性治理的模式。首先，對(duì)論文所涉及的相關(guān)概念及理論工具等進(jìn)行了闡述和總結(jié)；其次，通過(guò)分析沈陽(yáng)經(jīng)濟(jì)區(qū)區(qū)域政府治理的基本模式與所取得的進(jìn)展，提出了經(jīng)濟(jì)區(qū)治理中尚存的當(dāng)前治理模式的局限性問(wèn)題與政府間利益取向和分配沖突、行政壁壘在一定范圍內(nèi)依然存在、缺乏有效的溝通協(xié)調(diào)機(jī)制等障礙；再次，，總結(jié)了國(guó)外工業(yè)化進(jìn)程中區(qū)域政府治理的經(jīng)驗(yàn)及啟示；最后，從設(shè)立以沈陽(yáng)為核心的跨區(qū)域合作組織、形成區(qū)域政府合作的利益協(xié)調(diào)機(jī)制、強(qiáng)化整體性治理的政府信任機(jī)制、拓寬有序的公民參與機(jī)制、完善整體性治理的復(fù)合型監(jiān)管機(jī)制五個(gè)方面提出了新型工業(yè)化下沈陽(yáng)經(jīng)濟(jì)區(qū)區(qū)域政府整體性治理的具體策略。
[Abstract]:The 16th National Congress of the Party proposed for the first time that China should take a new road of industrialization with information technology and industrialization, and the Fifth Plenary session of the 17th CPC Central Committee further put forward the concept of "two changes". The 18th National Congress of the Communist Party of China (CPC) concretely expounded the content of the deep integration of "two modernizations", and put the information, industrialization, urbanization and agricultural modernization into the same system. With the Shenyang economic zone becoming the comprehensive reform experimental area of the whole country, taking the new industrialization road has been put on the strategic agenda of the economic zone development, and the good relationship between the local governments is the strong guarantee whether the economic zone can develop healthily, therefore, It is necessary to study the cooperative governance model between regional governments in Shenyang Economic Zone. This paper selects Shenyang Economic Zone as a typical case to prove the model of regional holistic governance. First of all, the related concepts and theoretical tools involved in the paper are expounded and summarized. Secondly, through the analysis of the basic pattern of regional government governance in Shenyang Economic Zone and the progress made, Put forward the limitations of the current governance model in economic zone governance and intergovernmental interest orientation and distribution conflicts, administrative barriers still exist within a certain scope, lack of effective communication and coordination mechanism and other obstacles; third, This paper summarizes the experience and enlightenment of regional government governance in the process of industrialization abroad, finally, from the establishment of cross-regional cooperation organization with Shenyang as the core, forms the benefit coordination mechanism of regional government cooperation, and strengthens the government trust mechanism of holistic governance. In order to broaden the mechanism of citizen participation and improve the comprehensive supervision mechanism of holistic governance, the paper puts forward the specific strategies of regional government holistic governance in Shenyang economic zone under the new industrialization.
