【摘要】：正中國社會正處于大變革、大調(diào)整、大發(fā)展的時期,發(fā)展形勢錯綜復(fù)雜。今年以來,中央牢牢把握發(fā)展主動權(quán),穩(wěn)增長、促改革、調(diào)結(jié)構(gòu)、惠民生,國民經(jīng)濟(jì)運(yùn)行總體平穩(wěn),結(jié)構(gòu)調(diào)整穩(wěn)中有進(jìn)。但經(jīng)濟(jì)下行壓力較大,產(chǎn)能過剩矛盾突出,大量中小企業(yè)經(jīng)營困難的局面沒有徹底扭轉(zhuǎn),房地產(chǎn)市場調(diào)控風(fēng)險、財政金融風(fēng)險等等依然是社會熱點(diǎn)問題。與此同時,國際形勢也存在諸多變數(shù)。新興國家群體崛起和大國發(fā)展形勢的變化給我們帶來了新的發(fā)展機(jī)遇。世界經(jīng)濟(jì)總體發(fā)展動力減弱,國際競爭加劇,周邊制衡力量凸顯等又給我
[Abstract]:Chinese society is in a period of great change, great adjustment and great development, and the development situation is complicated. Since the beginning of this year, the central authorities have firmly grasped the initiative for development, steadily increased their growth, promoted reform, and adjusted their structures to benefit the people's health, and the operation of the national economy in general has been stable, and structural readjustment has made steady progress. However, the economic downward pressure is great, the contradiction of overcapacity is prominent, a large number of small and medium-sized enterprises' management difficulties have not been completely reversed, the real estate market regulation and control risks, financial risks and so on are still social hot issues. At the same time, there are many variables in the international situation. The rise of the group of emerging countries and the changes in the development situation of great powers have brought us new opportunities for development. The power of the overall development of the world economy is weakened, the international competition intensifies, the peripheral checks and balances are highlighted, and so on.
