【摘要】：準格爾旗政府自1998年搬遷,地方經(jīng)濟的迅猛增長,建設(shè)開發(fā)取得了巨大的成就,政府性投資工程的投資規(guī)模逐年擴大。準格爾旗面對規(guī)模宏大的政府投資工程更加需要科學(xué)、有效的管理,但目前準格爾旗政府投資工程管理運行方式大多由計劃經(jīng)濟體制承襲而來,政企不分,責(zé)權(quán)不明,面對新形勢涌現(xiàn)出很多新問題,整體工作效率低下。為了實現(xiàn)公共利益,為政府的投資工程提供相應(yīng)的服務(wù),且能針對政府投資工程、建設(shè)、組織、實施方式等改革提出迫切的要求,針對怎樣提高準格爾旗政府投資工程項目的效率與效果以及怎樣改善當前政府投資項目等問題是近年來準格爾旗政府投資項目管理工作的重點。 本文從政府投資項目管理的基本點入手,通過對政府項目管理的歷史和現(xiàn)狀的分析,在汲取先進經(jīng)驗的基礎(chǔ)上對準格爾旗政府投資的項目、決策、工程管理、評審、招投標、資金使用、信息及誠信體系等環(huán)節(jié)的管理現(xiàn)狀分析作出全面分析,進而研究政府投資工程的管理中的問題。同時,通過深入研究先進國家和地區(qū)的管理經(jīng)驗,借鑒先進的經(jīng)驗,為準格爾旗政府投資的項目管理水平的提高提出相應(yīng)的對策和措施,找到更適合準格爾旗的新的建設(shè)管理方式,進而更好的加強政府工程的監(jiān)督管理體制,不斷提高政府資金的使用效率。
[Abstract]:The government of Zhungeer Banner has moved since 1998, with the rapid growth of local economy, great achievements have been made in construction and development, and the scale of investment in government investment projects has been expanded year by year.In the face of large-scale government investment projects, Zhungeer Banner needs more scientific and effective management. But at present, most of the operating modes of government investment project management in Zhungeer Banner are inherited from the planned economic system, and the government and enterprises are not divided, and the responsibilities and powers are not clear.Faced with the new situation, many new problems emerged, the overall work efficiency is low.In order to realize the public interest, provide the corresponding service for the government investment project, and can put forward the urgent request for the reform of the government investment project, construction, organization, implementation, etc.In recent years, how to improve the efficiency and effect of the government investment project and how to improve the current government investment project is the key point of the government investment project management in Zhungeer Banner.This paper begins with the basic points of government investment project management, through the analysis of the history and present situation of government project management, and on the basis of drawing on advanced experience, this paper makes an analysis of the project, decision making, project management, evaluation, bidding and bidding of the government in Zhungeer Banner.This paper makes a comprehensive analysis of the current situation of the management of the use of funds, information and credit system, and studies the problems in the management of government investment projects.At the same time, through the in-depth study of the management experience of advanced countries and regions and drawing on the advanced experience, the paper puts forward the corresponding countermeasures and measures for the improvement of the project management level of the government investment in Zhungeer Banner.To find a more suitable for the new construction management of Zhungeer Banner, and then better strengthen the supervision and management system of government projects, and constantly improve the efficiency of government funds.
