【摘要】：伴隨著經(jīng)濟(jì)全球化和科技的迅猛發(fā)展，科技創(chuàng)新成為經(jīng)濟(jì)增長(zhǎng)的發(fā)動(dòng)機(jī)和核心推動(dòng)力，科技創(chuàng)新在我國(guó)經(jīng)濟(jì)穩(wěn)定持續(xù)快速發(fā)展中起到了決定性的作用，通常情況下，一個(gè)地區(qū)科技創(chuàng)新能力的提升可以體現(xiàn)出該地區(qū)綜合競(jìng)爭(zhēng)力的提升。因此，科學(xué)的評(píng)價(jià)河南省科技創(chuàng)新能力是尋找制約河南省科技創(chuàng)新能力發(fā)展瓶頸因素的有效途徑，關(guān)注主要影響因素對(duì)河南省科技創(chuàng)新能力的影響，從而推動(dòng)河南省經(jīng)濟(jì)實(shí)現(xiàn)跨越式發(fā)展。 本文在總結(jié)國(guó)內(nèi)外研究現(xiàn)狀以及相關(guān)理論的基礎(chǔ)上，從科技創(chuàng)新基礎(chǔ)設(shè)施、科技創(chuàng)新資源以及科技創(chuàng)新體系方面系統(tǒng)的分析了河南省科技創(chuàng)新現(xiàn)狀；依據(jù)評(píng)價(jià)指標(biāo)體系的構(gòu)建原則，構(gòu)建了河南省科技創(chuàng)新能力評(píng)價(jià)指標(biāo)體系，該指標(biāo)體系包括15個(gè)基礎(chǔ)指標(biāo)，通過(guò)一系列分析將其概括為三大主指標(biāo)；以河南省2002~2011年的統(tǒng)計(jì)數(shù)據(jù)為依據(jù)，運(yùn)用因子分析法和聚類分析法，分別從橫向、縱向兩方面對(duì)河南省科技創(chuàng)新能力進(jìn)行了評(píng)價(jià)，，縱向分析結(jié)果顯示了河南省科技創(chuàng)新能力在不斷提升，橫向分析結(jié)果說(shuō)明了河南省科技創(chuàng)新能力在中部居于中下游的地位，同時(shí)，運(yùn)用回歸分析法對(duì)河南省RD資源配置結(jié)構(gòu)進(jìn)行了分析評(píng)價(jià)；根據(jù)上述評(píng)價(jià)和分析，從四個(gè)方面分析總結(jié)了河南省科技創(chuàng)新存在的主要問(wèn)題，并就提升河南省科技創(chuàng)新能力提出了具體的對(duì)策建議。
[Abstract]:With the rapid development of economic globalization and science and technology, scientific and technological innovation has become the engine and core driving force of economic growth. Scientific and technological innovation has played a decisive role in the sustained and rapid economic development of our country.The promotion of a region's ability to innovate in science and technology can reflect the improvement of the region's comprehensive competitiveness.Therefore, scientific evaluation of Henan's scientific and technological innovation ability is an effective way to find the bottleneck factors restricting the development of Henan's scientific and technological innovation ability, and pay close attention to the influence of the main factors on Henan's scientific and technological innovation ability.So as to promote the economy of Henan Province to achieve leapfrog development.On the basis of summarizing the domestic and foreign research status and related theories, this paper systematically analyzes the present situation of science and technology innovation in Henan Province from the aspects of science and technology innovation infrastructure, science and technology innovation resources and science and technology innovation system.According to the construction principle of evaluation index system, this paper constructs the evaluation index system of science and technology innovation ability in Henan province. The index system includes 15 basic indexes, which are summed up into three main indexes through a series of analysis.Based on the statistical data of Henan Province from 2002 to 2011, the scientific and technological innovation ability of Henan Province was evaluated from horizontal and vertical aspects by using factor analysis method and cluster analysis method.The results of longitudinal analysis show that the scientific and technological innovation ability of Henan Province is continuously improving, and the horizontal analysis results show that the scientific and technological innovation ability of Henan Province occupies the position of the middle and lower reaches in the middle and lower reaches, at the same time,This paper analyzes and evaluates the structure of Rd resource allocation in Henan Province by means of regression analysis, analyzes and summarizes the main problems existing in scientific and technological innovation in Henan Province from four aspects according to the above evaluation and analysis.And put forward specific countermeasures and suggestions to enhance the ability of scientific and technological innovation in Henan Province.
