【摘要】：二戰(zhàn)后韓國的經(jīng)濟遭受到嚴重的破壞,農(nóng)業(yè)是國民經(jīng)濟的主體,工業(yè)幾乎全部被摧毀,進入60年代,韓國對產(chǎn)業(yè)結(jié)構(gòu)的一系列針對性調(diào)整扭轉(zhuǎn)了其經(jīng)濟滯后的局勢,創(chuàng)造了令人矚目的漢江奇跡,經(jīng)濟迅速得到發(fā)展壯大。雖然政府對市場的過多干預會導致市場不能充分發(fā)揮作用,資源配置效率不佳等問題,但是韓國經(jīng)濟的高速發(fā)展本身就已經(jīng)證實了其產(chǎn)業(yè)政策的主流是正確并合理的。 本文在考察產(chǎn)業(yè)政策相關(guān)理論的基礎(chǔ)上,介紹了韓國產(chǎn)業(yè)政策從勞動密集型出口產(chǎn)業(yè)、政府主導的種化學工業(yè)、自律和開放的產(chǎn)業(yè)體系、再到創(chuàng)新為主導的新增長動力產(chǎn)業(yè)等產(chǎn)業(yè)政策演進過程。并進一步介紹了韓國產(chǎn)業(yè)自輕工業(yè)、重化學工業(yè)。高新技術(shù)產(chǎn)業(yè)、未來增長動力為主發(fā)展的歷史進程。在此基礎(chǔ)上本論文分析出了韓國產(chǎn)業(yè)政策及其發(fā)展的成功動因,如政府制定了合理而恰當?shù)漠a(chǎn)業(yè)政策,政府對產(chǎn)業(yè)政策的強有力推動,以及企業(yè)家與國民對產(chǎn)業(yè)發(fā)展中的積極作用等。針對韓國產(chǎn)業(yè)政策及其發(fā)展進行研究并吸取寶貴的經(jīng)驗,對進一步推進發(fā)展中國家和地區(qū)的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化具有很好的理論依據(jù)和現(xiàn)實意義。 本文共分為五個章節(jié) 第一章為緒論部分,包含了本文的研究背景、研究目的和意義以及國內(nèi)外相關(guān)文獻綜述；第二章敘述了產(chǎn)業(yè)政策的相關(guān)理論；第三章敘述了自上世紀60年代起韓國的產(chǎn)業(yè)政策演變；第四章通過大量數(shù)據(jù)分析了韓國的產(chǎn)業(yè)發(fā)展；第五章總結(jié)出了韓國的產(chǎn)業(yè)政策推動其發(fā)展的的成功動因。
[Abstract]:After World War II, the Korean economy suffered serious damage, agriculture is the mainstay of the national economy, industry is almost completely destroyed, in 60s, South Korea for a series of industrial structure adjustment in economic situation reversed its lag, created a remarkable economic miracle of the Han River, rapidly growing. Although the government of the market many interventions will lead the market can not fully play the role of resource allocation efficiency is poor, but the rapid growth of the Korean economy itself has been confirmed by the mainstream of industrial policy is correct and reasonable.
Based on the research on the theory of industrial policy, the industrial policy in Korea from labor-intensive export industry, chemical industry, government leading, self-discipline and open industrial system, and then to the new industrial policy growth industry evolution and innovation as the dominant process. And further introduces the Korean industry light industry, heavy the chemical industry, high-tech industry, future growth in the historical process of development. On the basis of the analysis of the causes of success of Korean industrial policy and its development, such as the government to develop a reasonable and appropriate industry policy, promoting the government industrial policy, as well as entrepreneurs and national industry in the development of a positive role etc. in the Korean industrial policy and development research and learn from the valuable experience, to further promote the optimization of industrial structure of developing countries and regions have Good theoretical basis and practical significance.
This article is divided into five chapters
The first chapter is the introduction, including the research background, purpose and significance of the research and related literature review; the second chapter describes the related theory of industrial policy; the third chapter describes the evolution of South Korea's industrial policy since last century in 60s; the fourth chapter is the analysis of South Korea's Industrial Development through a large amount of data; the fifth chapter summed up the Korean industrial policy to promote the development of the cause of success.
