【摘要】：隨著國家新型城鎮(zhèn)化、新常態(tài)的提出,東部大型產業(yè)平臺不能重復過去簡單規(guī)模擴張的道路,未來在經濟發(fā)展路徑上需從投資驅動、要素驅動轉向創(chuàng)新驅動轉變,在發(fā)展視角上需從生產為主向城市功能和人的使用,產、城、人融合發(fā)展轉變�；谏鲜雠袛�,以杭州大江東產業(yè)集聚區(qū)新一輪戰(zhàn)略規(guī)劃為例,提出未來應聚焦以下幾個方面的規(guī)劃應對:(1)創(chuàng)新驅動下的發(fā)展定位轉型,注重與區(qū)域轉型發(fā)展相適應的產業(yè)創(chuàng)新體系構建;(2)審慎規(guī)模、減量規(guī)劃,多規(guī)銜接下的底線思維控制;(3)要素集聚下的內生功能培育,提升發(fā)展內生動力和創(chuàng)新活力;(4)依托現(xiàn)有城鎮(zhèn)和優(yōu)勢區(qū)位,促進產、城、人融合發(fā)展。
[Abstract]:With the new urbanization and the new normal, the large-scale industrial platform in the east can not repeat the road of simple scale expansion in the past. In the future, the path of economic development should be changed from investment-driven, factor-driven to innovation-driven. From the angle of view of development, it is necessary to change from mainly production to urban function and human use, production, city and human integration development. Based on the above judgment, taking the new round of strategic planning of industrial agglomeration area in the east of the Yangtze River in Hangzhou as an example, It is suggested that the planning in the following aspects should be focused on the following aspects: development orientation and transformation driven by innovation, and industrial innovation system suited to the regional transformation and development. The bottom-line thinking control under the multi-regulation linkage is the cultivation of endogenous function under the agglomeration of elements, the promotion of endogenous motive force and the innovation vigor. 4) depending on the existing towns and advantageous location, the integration of industry, city and people can be promoted.
