【摘要】：在西部大開發(fā)即將進(jìn)入加速發(fā)展階段的時(shí)候，中央決定舉全國之力建設(shè)新疆，在喀什地區(qū)設(shè)立經(jīng)濟(jì)特區(qū)�？κ步�(jīng)濟(jì)特區(qū)的設(shè)立對(duì)喀什地區(qū)乃至新疆經(jīng)濟(jì)的跨越式發(fā)展具有重要戰(zhàn)略意義�？κ矊⒁浴皷|有深圳、西有喀什”為目標(biāo)，依托國家批準(zhǔn)設(shè)立“中國－喀什經(jīng)濟(jì)特區(qū)”的特殊扶持政策，面向中亞、南亞、西亞廣闊市場(chǎng)，加快超常規(guī)發(fā)展步伐，努力把喀什建設(shè)成為世界級(jí)的國際化大都市。2011年9月30日，國務(wù)院進(jìn)一步出臺(tái)了《國務(wù)院關(guān)于支持喀什霍爾果斯經(jīng)濟(jì)開發(fā)區(qū)建設(shè)的若干意見》,明確我國將采取提供金融、產(chǎn)業(yè)、財(cái)政補(bǔ)助和稅收等10大優(yōu)惠措施支持喀什特殊經(jīng)濟(jì)開發(fā)區(qū)的發(fā)展。但是由于喀什地區(qū)的金融體系的不完善造成了資源配置的不合理，不能有效的利用各種資源加快推進(jìn)喀什地區(qū)的經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型、阻礙了喀什地區(qū)經(jīng)濟(jì)社會(huì)的跨越式發(fā)展。因此構(gòu)建完善的經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型的金融支持系統(tǒng)對(duì)喀什地區(qū)的發(fā)展至關(guān)重要，也是迫在眉睫的。 本文從理論和實(shí)證兩個(gè)方面對(duì)喀什地區(qū)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型與金融支持的相關(guān)性、金融支持的效果和金融支持系統(tǒng)的構(gòu)建進(jìn)行了深入研究。首先，回顧了現(xiàn)有文獻(xiàn)對(duì)金融支持經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型的研究進(jìn)展，從中吸取經(jīng)驗(yàn)，，找出不足之處進(jìn)而提出新的想法。其次對(duì)文章用到的概念和理論進(jìn)行界定與闡述。第三是從實(shí)際出發(fā)具體分析喀什地區(qū)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型金融支持的現(xiàn)狀，然后運(yùn)用實(shí)證分析方法對(duì)喀什地區(qū)的金融發(fā)展水平和經(jīng)濟(jì)發(fā)展水平進(jìn)行分析，然后對(duì)兩者進(jìn)行回歸，得出其相關(guān)性關(guān)系及效果評(píng)價(jià)。第四是從實(shí)證分析得出金融支持存在的問題，并對(duì)其追根溯源。第五是借鑒國內(nèi)外金融支持經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型的經(jīng)驗(yàn)，提出適合喀什地區(qū)經(jīng)濟(jì)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型的金融支持系統(tǒng)的構(gòu)建方法。最后，再對(duì)喀什地區(qū)的經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)型如何具體實(shí)施金融支持提出政策性建議。
[Abstract]:At a time when the large-scale development of the western region is about to enter the stage of accelerated development, the Central Committee has decided to build Xinjiang with national efforts. The establishment of the special economic zone in Kashi is of strategic significance to the leap-forward development of the Kashgar region and even Xinjiang. Kashi will aim at "Shenzhen in the east and Kashi in the west." Relying on the special support policy of the state to approve the establishment of the "China-Kashgar Special Economic Zone", to face the vast market in Central Asia, South Asia and West Asia, and to speed up the pace of extraordinary development. Efforts to build Kashgar into a world-class international metropolis. In September 30th 2011, the State Council further promulgated the State Council's views on supporting the construction of the Kashgar Horgos Economic Development Zone, which made it clear that China will adopt the provision of finance and industry. Ten preferential measures, such as financial subsidies and taxation, support the development of Kashgar Special Economic Development Zone. However, due to the imperfect financial system in Kashgar region, the allocation of resources is unreasonable. Unable to effectively utilize all kinds of resources to accelerate the transformation of the economic development mode in Kashi region, It hinders the development of economy and society in Kashi area, so it is very important and urgent to construct a perfect financial support system for the development of Kashi region. This paper makes a deep research on the correlation between the transformation of economic development mode and financial support, the effect of financial support and the construction of financial support system in Kashi region from both theoretical and empirical aspects. Having reviewed the research progress of the existing literature on the transformation of financial support for economic development, and drawing lessons from it, To find out the shortcomings and then put forward new ideas. Secondly, define and expound the concepts and theories used in the article. The third is to analyze the current situation of financial support for the transformation of economic development mode in Kashi region from the practical point of view. Then using the empirical analysis method to analyze the level of financial development and economic development in Kashi region, and then regression between the two. From the empirical analysis, we draw the conclusion of the problems existing in financial support, and trace back to its source. 5th is to learn from the experience of the transformation of financial support mode of economic development at home and abroad, and 5th is to draw lessons from the experience of the transformation of economic development mode of financial support at home and abroad. This paper puts forward the construction method of financial support system suitable for the transformation of economic and economic development mode in Kashgar region. Finally, it puts forward some policy suggestions on how to implement the financial support system in the transformation of economic development mode in Kashgar region.
