【摘要】：十八屆五中全會(huì)將"開放"列入五大發(fā)展理念之一,發(fā)展更高層次的開放型經(jīng)濟(jì)是"十三五"規(guī)劃的重要目標(biāo)。發(fā)展更高層次開放型經(jīng)濟(jì)中國已經(jīng)具備堅(jiān)實(shí)的基礎(chǔ)和條件,面臨國際國內(nèi)經(jīng)濟(jì)環(huán)境發(fā)生重大變化,開放型經(jīng)濟(jì)的形式的變化提供了機(jī)遇與挑戰(zhàn)。新常態(tài)下更高層次開放型經(jīng)濟(jì)具有的新的目標(biāo),需要投資貿(mào)易更加便利化,生產(chǎn)要素流動(dòng)性更強(qiáng),區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展?fàn)I商環(huán)境國際化、法治化。實(shí)現(xiàn)這些目標(biāo)需要構(gòu)建對(duì)外開放新高地作為優(yōu)化區(qū)域布局的主要著力點(diǎn),形成對(duì)外開放新體制,全面實(shí)行準(zhǔn)入前國民待遇加負(fù)面清單管理制度,推進(jìn)"一帶一路"戰(zhàn)略,密切大中華區(qū)域經(jīng)濟(jì)合作,積極參與引領(lǐng)全球經(jīng)濟(jì)治理等新舉措。
[Abstract]:The Fifth Plenary session of the 18 CPC Central Committee included "opening up" as one of the five major development concepts, and developing an open economy at a higher level is an important goal of the 13th Five-Year Plan. China already has a solid foundation and conditions for developing a higher-level open economy. In the face of major changes in the international and domestic economic environment, the changes in the form of an open economy provide opportunities and challenges. The new objective of a higher level open economy under the new normal requires more facilitation of investment and trade. The factors of production are more mobile, the regional economy develops harmoniously, the business environment is internationalized, and the rule of law is ruled by law. To achieve these goals, it is necessary to construct a new highland for opening to the outside world as the main focus of optimizing the regional layout, and to form a new system of opening up. We will fully implement the system of national treatment plus negative list management before admission, promote the strategy of "Belt and Road", close the regional economic cooperation of Greater China, and actively participate in leading new initiatives such as global economic governance.
