【摘要】：公共支出既能推動(dòng)經(jīng)濟(jì)增長(zhǎng),又可以抑制不平等程度上升,是各發(fā)展中國(guó)家進(jìn)行宏觀調(diào)控的重要政策工具。近年隨著中國(guó)公共支出規(guī)模不斷增大,關(guān)于我國(guó)公共支出的最優(yōu)規(guī)模及其結(jié)構(gòu)的爭(zhēng)論也越來(lái)越多。文章基于Barro(1990)模型構(gòu)造了一個(gè)包含公共支出、經(jīng)濟(jì)增長(zhǎng)和收入不平等的理論模型,揭示了不同政策目標(biāo)偏好下,經(jīng)濟(jì)性公共支出和社會(huì)性公共支出的比重高低對(duì)不同群體的個(gè)人的影響。通過(guò)對(duì)60個(gè)發(fā)展中國(guó)家相關(guān)數(shù)據(jù)進(jìn)行檢驗(yàn),驗(yàn)證了公共支出對(duì)經(jīng)濟(jì)增長(zhǎng)和收入不平等以及包容性增長(zhǎng)的影響確實(shí)依賴于政策目標(biāo)偏好的這一推論。
[Abstract]:Public expenditure can not only promote economic growth, but also restrain the rise of inequality. It is an important policy tool for macroeconomic regulation and control in various developing countries. In recent years, the scale of public expenditure in China has been increasing. There are more and more arguments about the optimal scale and structure of public expenditure in China. The theoretical model of economic growth and income inequality reveals the preference of different policy objectives. The impact of economic public expenditure and social public expenditure on individuals of different groups. It verifies that the impact of public expenditure on economic growth and income inequality as well as inclusive growth really depends on the preference of policy objectives.
